【摘要】：社區(qū)共享資源是與社區(qū)內(nèi)業(yè)主、居民生活息息相關(guān)的公共資源。實(shí)現(xiàn)社區(qū)共享資源的有效治理一方面直接提高了社區(qū)了公民的生活品質(zhì)，另一方面也有利于社區(qū)的和諧與穩(wěn)定。 目前，對于共享資源、區(qū)域公共產(chǎn)品及社區(qū)治理的研究國內(nèi)外具有豐富的研究成果，但大都是從治理理論的視角、委托代理理論視角展開討論的。明確從社會資本理論的視角進(jìn)行探討的文獻(xiàn)相對較少，尤其利用社會資本理論分析城市社區(qū)共享資源治理的研究較為缺乏。 本文從社會資本理論視角出發(fā)，綜合運(yùn)用經(jīng)濟(jì)學(xué)、管理學(xué)、社會學(xué)的相關(guān)知識，，治理的現(xiàn)實(shí)狀況，力圖較為系統(tǒng)地分析導(dǎo)致我國城市社區(qū)共享資源治理失效的社會資本原因，并進(jìn)一步提出相應(yīng)的改進(jìn)建議。 長期以來，我國對城市社區(qū)共享資源的治理存在著需求表達(dá)渠道不暢，供給難以滿足社區(qū)居民、業(yè)主的需求及共享資源治理監(jiān)管不到位的現(xiàn)實(shí)問題，這些問題的原因基于社會資本的視角主要是由于與社區(qū)共享資源密切相關(guān)的各主體之間的信任合作的不協(xié)調(diào)，社區(qū)關(guān)系網(wǎng)絡(luò)的不合理及對于共享資源治理正式與非正式規(guī)范在構(gòu)建與實(shí)施中的欠缺等。為此，本文提出針對性的對策在于加強(qiáng)城市社區(qū)共享資源治理的社會資本建設(shè)，主要包括各主體之間信任合作關(guān)系的建立，城市社區(qū)關(guān)系網(wǎng)絡(luò)的構(gòu)建及社區(qū)內(nèi)正式、非正式規(guī)范的完善等。
[Abstract]:Community shared resources are the public resources which are closely related to the owner and the residents ' life in the community . The effective management of community shared resources directly improves the quality of life of the community and the harmony and stability of the community .

At present , there are abundant research results at home and abroad for shared resources , regional public goods and community governance , but most of them are discussed from the perspective of governance theory .

From the perspective of social capital theory , this paper comprehensively applies economics , management science and sociology knowledge and the reality of governance , and tries to analyze systematically the reasons of social capital which have led to the failure of the management of shared resources of urban communities in our country , and put forward some suggestions for improvement .

For a long time , there is a realistic problem in the management of shared resources in urban communities . The reasons for these problems are the lack of coordination of trust and cooperation among the subjects which are closely related to the shared resources of the community , the irrationality of the community relation network and the lack of formal and informal norms in the construction and implementation of shared resource governance .
