【摘要】:“少年強(qiáng)則國強(qiáng)”,“中國夢(mèng)”的實(shí)現(xiàn)有賴于全社會(huì)青少年的健康成長(zhǎng)。而目前,我國每年有5萬未成年人被判刑罰、高達(dá)150萬未成年人徘徊在犯罪邊緣。特別是隨著經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型的變化,當(dāng)代青少年的自身特點(diǎn)、家庭結(jié)構(gòu)、社會(huì)環(huán)境也發(fā)生深刻變化,不在學(xué)、無職業(yè)的閑散青少年、農(nóng)村留守兒童的青少年群體數(shù)量逐年增多,青少年教育和管理面臨許多新情況新問題。這些問題一方面會(huì)通過社會(huì)的不斷發(fā)展和社會(huì)體制的完善而從根源上加以解決,一方面則要通過對(duì)這些青少年群體的幫助、教育和改造而加以應(yīng)對(duì)。 本文著眼當(dāng)前現(xiàn)實(shí)工作的不足,由青少年違法犯罪的社會(huì)性出發(fā),按照幫教工作社會(huì)化、系統(tǒng)化、法制化、規(guī)范化的要求,從資源體系的角度查找缺陷和失誤,重點(diǎn)在社會(huì)工作模式、機(jī)構(gòu)設(shè)置、人員隊(duì)伍和信息管理幾個(gè)層面進(jìn)行分析和研究,并提出構(gòu)建專業(yè)化資源體系的設(shè)想。 本文突出實(shí)踐特色,選取全國青少年幫教試點(diǎn)城市大連的實(shí)際情況為標(biāo)本,與相關(guān)部門密切合作,對(duì)2370余名青少年進(jìn)行調(diào)查分析,在大連地區(qū)發(fā)放調(diào)查問卷500份,對(duì)200例以上案例進(jìn)行綜合分析,并深入學(xué)校、家庭、社區(qū),走訪青少年教育保護(hù)辦公室、專門學(xué)校、收容教育所、勞動(dòng)教養(yǎng)管理所、社工或者志愿者組織、公、檢、法、司部門、教育、文化、民政、城管、勞動(dòng)、工商等部門了解情況。同時(shí)也對(duì)近兩年大連作為全國不良青少年服務(wù)管理與幫教試點(diǎn)城市的工作經(jīng)驗(yàn)進(jìn)行分析總結(jié),以實(shí)踐為標(biāo)準(zhǔn),認(rèn)證專業(yè)化不良青少年幫教體系構(gòu)建的必要性、可行性以及關(guān)鍵所在。 最后,根據(jù)以上調(diào)研、總結(jié)和分析,本文認(rèn)為,構(gòu)建不良青少年專業(yè)化幫教體系,在組織機(jī)構(gòu)方面,要加強(qiáng)黨政領(lǐng)導(dǎo),加大社會(huì)投入,在人才隊(duì)伍建設(shè)和信息體系建設(shè)方面,重點(diǎn)要規(guī)范并整合現(xiàn)有資源,強(qiáng)化制度化、一體化管理和使用方式,以實(shí)現(xiàn)齊抓共管的整體效果。
[Abstract]:The realization of Chinese Dream depends on the healthy growth of the whole society. At present, 50, 000 minors are sentenced every year in China, up to 1.5 million minors hovering around the edge of crime. In particular, with the transformation of the economy and the transformation of the society, the characteristics, family structure, and social environment of contemporary teenagers have also undergone profound changes. The number of children left behind in rural areas is increasing year by year, and the education and management of adolescents are facing many new situations and problems. On the one hand, these problems will be solved through the continuous development of the society and the perfection of the social system, on the other hand, the help, education and transformation of these youth groups should be dealt with. Based on the social nature of juvenile delinquency, and in accordance with the requirements of socialization, systematization, legalization and standardization of the work of helping and educating, this paper looks for defects and errors from the perspective of the resource system. It focuses on the analysis and research of social work model, organization setting, personnel team and information management, and puts forward the idea of constructing specialized resource system. This paper highlights the characteristics of practice, selects the actual situation of Dalian, a pilot city of helping and educating young people throughout the country, as specimens, works closely with relevant departments to investigate and analyze more than 2370 teenagers, and distributes 500 questionnaires in Dalian. A comprehensive analysis of more than 200 cases was carried out in schools, families, communities, visiting juvenile education and protection offices, specialized schools, institutions of education through labor, management centers of reeducation through labour, social workers or volunteer organizations, public, procuratorial, and legal, Departments, education, culture, civil affairs, urban management, labor, industry and commerce departments to understand the situation. At the same time, it also analyzes and summarizes the working experience of Dalian as a pilot city of service management and help and education for young people in China in the past two years, taking practice as the standard, certifying the necessity of establishing a specialized youth help and education system for poor teenagers. Feasibility and key. Finally, based on the above research, summary and analysis, this paper believes that to build a specialized education system for young people, we should strengthen the leadership of the Party and government, increase social investment, and build a talent team and information system. Emphasis should be placed on standardizing and integrating existing resources, strengthening institutionalization, integrated management and usage, in order to achieve the overall effect of joint management.
