【摘要】：雖然中央明確提出"建立精準(zhǔn)扶貧工作機(jī)制",但基于豫南Y鄉(xiāng)的調(diào)研表明,扶貧依然存在不精準(zhǔn)問題,主要表現(xiàn)在貧困戶識別不精準(zhǔn),扶貧產(chǎn)業(yè)選擇不精準(zhǔn)、貧困動態(tài)管理不精準(zhǔn)、考核不精準(zhǔn)等。其主要是由于壓力型體制下的扶貧任務(wù)導(dǎo)向、村干部扶貧動力不足與駐村幫扶的形式化、地方政府間趨利避害的上下共謀所致。有效治理扶貧中的不精準(zhǔn)問題,必須構(gòu)建村民-村干部-駐村干部-鄉(xiāng)鎮(zhèn)干部的聯(lián)動機(jī)制,使精準(zhǔn)扶貧參與主體形成緊密合作關(guān)系;鼓勵基層創(chuàng)新扶貧開發(fā)模式,對基層進(jìn)行適當(dāng)賦權(quán);創(chuàng)新貧困人口進(jìn)入-退出動態(tài)管理機(jī)制,強(qiáng)化貧困戶動態(tài)管理;重建過程-結(jié)果密切銜接的扶貧考核指標(biāo)體系。
[Abstract]:Although the central government has explicitly proposed "establishing a mechanism for precision poverty alleviation," a survey based on Y Township in southern Henan Province shows that there are still problems of inaccuracy in poverty alleviation, mainly in the identification of poor households and the lack of precision in the choice of poverty alleviation industries. Poor dynamic management is not accurate, assessment is not accurate and so on. It is mainly due to the task orientation of poverty alleviation under the pressure type system, the lack of motive force for poverty alleviation of village cadres and the formalization of helping in the village, and the collusion between local governments in seeking advantages and avoiding disadvantages. In order to effectively solve the problem of inaccuracy in poverty alleviation, we must construct a linkage mechanism between villager, village cadre, resident cadre and township cadre, so as to form a close cooperative relationship among the participants in precision poverty alleviation, and encourage the grass-roots level to innovate the model of poverty alleviation and development. The basic level should be properly empowered, the poor population should be innovated into and out of the dynamic management mechanism, the poor households should be strengthened in dynamic management, and the evaluation index system of poverty alleviation should be closely connected with the reconstruction process.
