【摘要】：如何對待殘疾人是衡量一個社會文明程度的標(biāo)志之一,而發(fā)展殘疾人社區(qū)服務(wù)正是國家和社會關(guān)愛和幫助殘疾人的體現(xiàn)。殘疾人社區(qū)服務(wù)在各個方面為殘疾人和殘疾人家庭提供了方便,為殘疾人社會中生存和發(fā)展發(fā)揮著積極而且重要的作用。然而由于種種原因,我國的殘疾人社區(qū)服務(wù)還存在著社區(qū)殘疾人服務(wù)供給不足、社區(qū)服務(wù)人員的專業(yè)化成度不高、社區(qū)管理中殘疾人參與程度偏低、社區(qū)殘疾人的需求表達渠道不暢等問題。但看問題不能只看到問題的表面,還應(yīng)看到問題的深層產(chǎn)生原因。因此本文分析這些問題的深層成因在于社區(qū)管理行政色彩太重、社區(qū)服務(wù)的資金不充足、社區(qū)組織的角色不清和社區(qū)服務(wù)相關(guān)的制度和法律建設(shè)不夠完善。 面對殘疾人社區(qū)服務(wù)存在表面問題和深層原因,要使這些問題得以解決就不能通過頭痛醫(yī)頭的方式,我國的殘疾人社區(qū)服務(wù)現(xiàn)在急需一種新的服務(wù)模式來打破僵局。因此本文提出了將社會工作介入到殘疾人社區(qū)服務(wù)中,試圖通過社會工作的介入來解決目前在我國社區(qū)殘疾人服務(wù)中存在的一系列問題。本文通過對社會工作介入的必要性和可行性進行論證得出結(jié)論,社會工作應(yīng)該并且可以介入。最后,設(shè)計出一種社會上作介入我國殘疾人社區(qū)服務(wù)的合理模式。希望通過探索一種合理的殘疾人社區(qū)服務(wù)模式,達到既能發(fā)揮社會工作在殘疾人工作方面的專業(yè)優(yōu)勢,又能彌補目前殘疾人社區(qū)服務(wù)工作存在的不足的效果。
[Abstract]:How to treat the disabled is one of the symbols to measure the degree of social civilization, and the development of community service for the disabled is the embodiment of caring and helping the disabled in the country and society. Community service for the disabled provides convenience for the disabled and disabled families in all aspects, and plays an active and important role in the survival and development of the disabled society. However, due to various reasons, there is insufficient supply of community services for the disabled in our country, the specialization of community service personnel is not high, and the degree of participation of the disabled in community management is on the low side. Community disabled people's needs expression channels are not smooth and so on. However, we should not only look at the surface of the problem, but also see the underlying causes of the problem. Therefore, the deep cause of these problems is that the administrative color of community management is too heavy, the fund of community service is not sufficient, the role of community organization is unclear and the system and legal construction related to community service are not perfect enough. In the face of the superficial problems and deep causes of community service for the disabled, if we want to solve these problems, we can not solve them by the way of "head on the head". In order to solve these problems, we need a new service mode to break the deadlock. Therefore, this paper puts forward that the social work should be involved in the community service of the disabled, and try to solve a series of problems existing in the community service of the disabled in our country through the intervention of the social work. Based on the necessity and feasibility of social work intervention, this paper concludes that social work should and can be involved. Finally, a reasonable social intervention model for disabled people in China is designed. It is hoped that by exploring a reasonable mode of community service for the disabled, we can not only bring into play the professional advantages of social work in the work of the disabled, but also make up for the deficiency in the current work of community service for the disabled.
