非政府組織參與農(nóng)村公共文化產(chǎn)品供給研究

【摘要】:隨著我國(guó)服務(wù)型政府的建設(shè)的深入和以“小政府、大社會(huì)”為目標(biāo)的政府職能轉(zhuǎn)換的需要,非政府組織開(kāi)始逐漸承接政府下放的公共服務(wù)領(lǐng)域的職能。由于在公共產(chǎn)品供給領(lǐng)域,政府體制導(dǎo)致的政府失靈和市場(chǎng)機(jī)制引發(fā)的市場(chǎng)失靈為非政府組織的參與公共服務(wù)提供了現(xiàn)實(shí)依據(jù)。非政府組織由于其自身的志愿性、公益性、非營(yíng)利性等特點(diǎn)決定了其在提供公共產(chǎn)品時(shí)往往比政府更具高效率、低成本、創(chuàng)新性和靈活性的優(yōu)勢(shì)。服務(wù)型政府以公眾需求為導(dǎo)向的宗旨和非政府組織服務(wù)社會(huì)、志愿公益的倫理取向相契合,使得非政府組織參與公共文化產(chǎn)品供給成為服務(wù)型政府建設(shè)的必要要求。 本文首先從非政府組織、農(nóng)村公共文化產(chǎn)品的概念出發(fā),探討非政府組織參與公共產(chǎn)品供給的理論依據(jù)以及適合非政府組織參與供給農(nóng)村公共文化產(chǎn)品的領(lǐng)域。其次,通過(guò)分析政府單一供給農(nóng)村公共文化產(chǎn)品的不足以及非政府組織供給農(nóng)村公共文化產(chǎn)品的優(yōu)勢(shì)、現(xiàn)狀和困境,提出了政府應(yīng)在政策、法律、財(cái)政等多方面給予非政府組織支持。最后,非政府組織也要保持獨(dú)立性避免成為政府的附屬物,通過(guò)提升自身發(fā)展能力,突破志愿失靈瓶頸,建立和政府的互動(dòng)合作模式以獲取更多資源來(lái)彌補(bǔ)政府公共文化產(chǎn)品供給的不足。 本文的結(jié)論主要包括:非政府組織已經(jīng)成為政府從管制型政府向服務(wù)型政府轉(zhuǎn)變過(guò)程中社會(huì)服務(wù)職能的重要承接者和依靠力量;隨著服務(wù)型政府建設(shè)所帶來(lái)的制度環(huán)境優(yōu)化,非政府組織在保持自身獨(dú)立性、堅(jiān)持公益和志愿精神的前提下,需要建立以公益產(chǎn)權(quán)為基礎(chǔ)的制度化運(yùn)作模式和多元化的社會(huì)監(jiān)督體系;通過(guò)與政府、企業(yè)的合理分工、互補(bǔ)合作,非政府組織可以達(dá)到承載政府公共職能、緩解政府財(cái)政壓力、提升企業(yè)社會(huì)責(zé)任、加速自身健康發(fā)展的多重目的。
[Abstract]:With the deepening of the construction of service-oriented government in China and the need of the transformation of government functions with the goal of "small government, big society", non-governmental organizations begin to gradually undertake the functions of the public service field that the government devolves. In the field of public goods supply, the government failure caused by the government system and the market failure caused by the market mechanism provide the realistic basis for the non-governmental organizations to participate in the public service. Non-governmental organizations (NGOs) have the advantages of high efficiency, low cost, innovation and flexibility in providing public goods because of their own characteristics such as voluntary, public welfare, non-profit and so on. The purpose of service-oriented government, which is oriented by public demand, coincides with the ethical orientation of non-governmental organizations in serving society and voluntary public welfare. It is necessary for non-governmental organizations to participate in the supply of public cultural products to the construction of service-oriented government. Firstly, this paper starts from the concept of non-governmental organizations and rural public cultural products. This paper discusses the theoretical basis of NGOs' participation in the supply of public goods and the fields suitable for NGOs to participate in the supply of rural public cultural products. Secondly, by analyzing the shortage of the government's single supply of rural public cultural products and the advantages, present situation and difficulties of non-governmental organizations in supplying rural public cultural products, the paper puts forward that the government should adopt policies and laws. Financial and other aspects of support to non-governmental organizations. Finally, NGOs should also maintain their independence to avoid becoming an appendage to the government, and break through the bottleneck of voluntary failure by improving their own development capacity. Establish an interactive cooperation model with the government to obtain more resources to make up for the insufficiency of the government's public cultural products supply. The main conclusions of this paper are as follows: the non-governmental organizations have become the government's transition from the regulatory government to the service government The important successor of social service function in the process of changing and relying on strength; With the optimization of the institutional environment brought about by the construction of service-oriented government, NGOs maintain their independence and adhere to the spirit of commonweal and volunteerism. It is necessary to establish an institutionalized operation model based on public property rights and a pluralistic social supervision system. Through rational division of labor with the government and enterprises and complementary cooperation, non-governmental organizations can carry the public functions of the government. Alleviate the government financial pressure, enhance corporate social responsibility, accelerate their own healthy development of multiple purposes.
