【摘要】：我國二十多年改革政策實踐表明,公眾的社會心理狀況對改革政策有很大的影響,它要求政府在實行任何一項改革政策時,都必須充分考慮到公眾的社會心理承受能力。任何一項改革政策的實行,都是一種社會實踐活動,這種社會實踐活動反映到公眾的心里,就必然形成一定的社會心理效應(yīng),對改革政策的實施起著促進或阻礙作用。社會心理承受能力是改革政策實踐的客觀環(huán)境,是關(guān)系中國改革能否成功的重要保證。從我國目前的改革情況來看,各項社會改革政策的實行,在取得成果的同時也產(chǎn)生了很多社會心理問題,公眾對改革政策的社會心理承受能力還需要不斷增強,這也是深化改革的必然要求。本文從社會心理學(xué)的角度提出公眾對改革政策的社會心理承受能力的基本標(biāo)準(zhǔn)；分析了公眾對改革政策的社會心理承受能力強弱在社會心態(tài)上的不同表現(xiàn)；最后針對目前我國改革中公眾對改革政策的社會心理承受能力較低這一狀況提出從制度保障、發(fā)揮大眾傳媒的引導(dǎo)、調(diào)控作用、政策的心理導(dǎo)向功能和優(yōu)化社會心理環(huán)境四個方面來提高和穩(wěn)定公眾對改革政策的社會心理承受能力。
[Abstract]:The practice of reform policy in China for more than 20 years shows that the social psychological condition of the public has a great influence on the reform policy, and it requires the government to fully consider the public's social psychological affordability when carrying out any reform policy. The implementation of any reform policy is a kind of social practice activity, which is reflected in the public mind and inevitably forms a certain social psychological effect, which plays a promoting or hindering role in the implementation of the reform policy. The social psychological bearing ability is the objective environment of the reform policy practice and the important guarantee of the success of China's reform. Judging from the current situation of reform in our country, the implementation of various social reform policies has produced many social and psychological problems while achieving results. The public's ability to bear the social psychology of the reform policy needs to be continuously enhanced. This is also the inevitable requirement of deepening reform. From the perspective of social psychology, this paper puts forward the basic standards of the public's social psychological tolerance to the reform policy, and analyzes the different performance of the public's social psychological bearing ability to the reform policy in the social mentality. Finally, in view of the fact that the public's ability to bear the social psychology of the reform policy is relatively low in the current reform of our country, it is put forward that the guidance and regulation function of mass media should be brought into play from the system guarantee. The psychological guidance function of the policy and the optimization of the social psychological environment are four aspects to improve and stabilize the public's ability to bear the social psychology of the reform policy.
