【摘要】：農(nóng)村土地問題一直是個關(guān)系國計民生的重大議題,近年來,隨著經(jīng)濟(jì)的發(fā)展,城鎮(zhèn)化建設(shè)進(jìn)程的推動,農(nóng)村剩余勞動力的轉(zhuǎn)移,為適應(yīng)新時期的農(nóng)村建設(shè)要求,全國各地紛紛開始探索農(nóng)村土地流轉(zhuǎn)。推進(jìn)農(nóng)村土地流轉(zhuǎn)是實現(xiàn)農(nóng)業(yè)規(guī)模化經(jīng)營,降低生產(chǎn)成本,提高農(nóng)業(yè)經(jīng)營效益,促進(jìn)農(nóng)民增收的必然選擇。湘西地區(qū)作為欠發(fā)達(dá)地區(qū),土地流轉(zhuǎn)受經(jīng)濟(jì)和技術(shù)的制約,這使得我們必須全面的考慮怎么樣才能夠?qū)⑼恋厥褂脵?quán)最大限度的進(jìn)行發(fā)揮,以減少資源的浪費(fèi)。要想確保更加高效的利用好農(nóng)村土地,關(guān)鍵點(diǎn)在于改變農(nóng)村土地的流轉(zhuǎn)方式,進(jìn)一步推動新的土地流轉(zhuǎn)制度的出臺和實施。本文試圖通過分析湘西地區(qū)農(nóng)村土地流轉(zhuǎn)的形成因素和機(jī)制以及現(xiàn)狀和存在的問題,進(jìn)而找到在新時期下欠發(fā)達(dá)地區(qū)農(nóng)村土地改革的新方向。論文首先對我國農(nóng)村土地流轉(zhuǎn)問題研究的理論基礎(chǔ)進(jìn)行了分析與闡述；然后,從歷史變革中得出我國農(nóng)村土地流轉(zhuǎn)發(fā)展的必然；再次,對我國農(nóng)村土地流轉(zhuǎn)的問題現(xiàn)狀進(jìn)行了剖析,結(jié)合湘西地區(qū)的土地流轉(zhuǎn)問題來進(jìn)行闡述,通過從相關(guān)部門獲取第一手?jǐn)?shù)據(jù)、資料,從而指出了目前湘西地區(qū)農(nóng)村土地流轉(zhuǎn)問題中存在的不足與缺陷；最后,從以上問題中探索出完善湘西地區(qū)農(nóng)村土地流轉(zhuǎn)問題的對策與建議,主要包括進(jìn)一步加大對土地整理的扶持力度、深化農(nóng)村土地產(chǎn)權(quán)改革,明確權(quán)益主體、建立規(guī)范的農(nóng)村土地流轉(zhuǎn)中介組織、降低農(nóng)村土地流轉(zhuǎn)成本、建立健全的農(nóng)村社會保障制度、完善農(nóng)村土地流轉(zhuǎn)法律法規(guī)體系等。
[Abstract]:The issue of rural land has always been an important issue related to the national economy and people's livelihood. In recent years, with the development of economy, the promotion of urbanization and the transfer of rural surplus labor force, in order to meet the requirements of rural construction in the new period, All parts of the country have begun to explore the transfer of rural land. Promoting the transfer of rural land is the inevitable choice to realize the large-scale operation of agriculture, reduce the production cost, improve the benefit of agricultural management, and promote the increase of farmers' income. As an underdeveloped area, the land transfer in western Hunan is restricted by economy and technology, which makes it necessary for us to consider how to maximize the use of land to reduce the waste of resources. In order to ensure more efficient use of rural land, the key point is to change the transfer mode of rural land and further promote the introduction and implementation of the new land transfer system. This paper tries to find out the new direction of rural land reform in less developed areas in the new period by analyzing the forming factors and mechanism of rural land circulation in western Hunan province and the present situation and existing problems. This paper firstly analyzes and expounds the theoretical basis of the research on rural land circulation in China, and then draws a conclusion from the historical change that the development of rural land transfer in China is inevitable. Thirdly, the status quo of rural land transfer in China is analyzed, and the problems of land transfer in western Hunan are expounded, and first-hand data and materials are obtained from the relevant departments. Thus, it points out the shortcomings and defects in the rural land circulation in the west of Hunan province at present. Finally, from the above problems to explore the improvement of rural land circulation problems in western Hunan countermeasures and suggestions, including further increase of support for land consolidation, deepen the reform of rural land property rights, clear the main rights and interests of the main body, To establish a standardized intermediary organization of rural land transfer, reduce the cost of rural land transfer, establish a sound rural social security system, improve the law and regulation system of rural land transfer, and so on.
