文章摘要：社會(huì)保障支出是地方政府提供基本公共服務(wù)的一個(gè)重要內(nèi)容,也是促進(jìn)社會(huì)公平,縮小貧富差距的重要途徑。通過2004—2011年的統(tǒng)計(jì)數(shù)據(jù),采用泰爾指數(shù)法,對(duì)新疆五個(gè)經(jīng)濟(jì)區(qū)域社會(huì)保障支出的非均衡性進(jìn)行測(cè)算,發(fā)現(xiàn)新疆社會(huì)保障支出總體差異不斷縮小,區(qū)域內(nèi)差異是構(gòu)成總體差異的主因,在社會(huì)保障支出中需要繼續(xù)加大對(duì)喀什等南疆經(jīng)濟(jì)落后地區(qū)的扶持,鼓勵(lì)經(jīng)濟(jì)發(fā)展水平高而社會(huì)保障支出低的地區(qū)適度加大社會(huì)保障支出,實(shí)現(xiàn)新疆各地區(qū)社會(huì)保障資源配置的協(xié)調(diào)發(fā)展。

Abstr：Social security expenditure is the major content of providing basic public services by local government.It＇ s also the important path which can promote social justice and narrow the gap between rich and poor. This paper measures the differences of social security expenditure in xinjiang based on Theil Index through the datas fi＇om 2004 to 2011 of Xinjiang. It finds that the overall difference of social security expenditure is shrinking.The internal differences in these region is the major factor of overall difference.Therefore we should continue to increase supports for economically backward regions in south Xinjiang and encourage those regions which have high level of economic development and low level of social security expenditure to moderately increase spending on social security.It can be implement that coordinated development of social security resources allocation in Xinjiang.
