冷戰(zhàn)結(jié)束后,美國認(rèn)為來自蘇聯(lián)的核威脅減小,因此,在相當(dāng)長的時間內(nèi),冷戰(zhàn)時期制定的核戰(zhàn)略即威懾戰(zhàn)略沒有發(fā)生變化。然而,9/11恐怖襲擊迫使美國重新審視當(dāng)前的國際安全環(huán)境,認(rèn)為威懾已經(jīng)不能夠完全反映這一時期的國際環(huán)境,因此對核戰(zhàn)略做出了調(diào)整。在這一背景下,本文分析并論證了美國對其核戰(zhàn)略做出的重大調(diào)整,即將重點放在了核不擴散這一領(lǐng)域。而布什總統(tǒng)發(fā)起的《反擴散安全倡議》也反映了為符合美國的安全利益和反恐戰(zhàn)爭的需要,美國期望并謀求建立新的核不擴散機制。而伊朗和朝鮮目前的核危機作為兩個案例證明了美國在防止核不擴散領(lǐng)域的堅強決心。
