【摘要】：自上個(gè)世紀(jì)90年代末以來,國(guó)內(nèi)學(xué)者和政策決策者對(duì)集群的集群政策表現(xiàn)出日益濃厚的興趣。由于現(xiàn)行的集群理論源自西方工業(yè)化國(guó)家,作為發(fā)展中的中國(guó)能否和如何吸收運(yùn)用這些西方理論和研究經(jīng)驗(yàn)成為討論的焦點(diǎn)之一。本文的目的是通過探討西方集群研究和集群政策的理論基礎(chǔ),以期能帶給中國(guó)的相關(guān)研究一些有益的啟示。本文首先對(duì)波特和經(jīng)合組織兩學(xué)派的集群概念的起源、發(fā)展和著重點(diǎn)進(jìn)行了回顧。然后分析了集群起源和發(fā)展的條件、生命周期、發(fā)展機(jī)制、空間維度、類型等西方集群研究的要素,闡述了西方工業(yè)國(guó)家的集群政策概念及相關(guān)評(píng)判。相對(duì)于發(fā)達(dá)國(guó)家豐富的關(guān)于技術(shù)創(chuàng)新區(qū)域的研究而言,針對(duì)發(fā)展中國(guó)家創(chuàng)新系統(tǒng)和集群的理論性及經(jīng)驗(yàn)性研究則要少得多。所以發(fā)展中國(guó)家的集群研究及集群政策需要更合適自身實(shí)際情況的理論。最后筆者以集群理論和中國(guó)實(shí)際情況為例,通過問題的分析、理論的分析和理論的調(diào)整三步驟說明新理論發(fā)展的可能途徑。
[Abstract]:Since the late 1990s, domestic scholars and policy makers have shown increasing interest in cluster policy. As the current cluster theory originates from the western industrialized countries, whether and how the developing China can absorb and apply these western theories and research experiences has become one of the focuses of discussion. The purpose of this paper is to explore the theoretical basis of western cluster research and cluster policy in order to bring some useful enlightenment to the relevant research in China. This paper first reviews the origin, development and emphasis of the concept of clusters of Porter and OECD schools. Then, it analyzes the conditions of cluster origin and development, life cycle, development mechanism, spatial dimension, type and other factors of western cluster research, and expounds the concept of cluster policy in western industrial countries and related judgments. Compared with the rich research on technological innovation regions in developed countries, the theoretical and empirical studies on innovation systems and clusters in developing countries are much less. Therefore, the cluster research and cluster policy in developing countries need to be more appropriate to their own actual situation theory. Finally, taking the cluster theory and the actual situation of China as an example, through the analysis of the problem, the analysis of the theory and the adjustment of the theory, the author explains the possible way of the development of the new theory.
