【摘要】：改革開(kāi)放以來(lái),行政區(qū)劃調(diào)整使高等級(jí)城市可以利用行政手段調(diào)動(dòng)和集聚更多的資源,獲得了優(yōu)先發(fā)展機(jī)會(huì)。然而,這種做法的負(fù)面效應(yīng)當(dāng)前逐步顯現(xiàn),表現(xiàn)為城鎮(zhèn)空間過(guò)快擴(kuò)張、中小城市發(fā)展活力受到抑制、不同層級(jí)城鎮(zhèn)差距擴(kuò)大等。文章認(rèn)為,當(dāng)前行政區(qū)劃調(diào)整模式的制度紅利已充分釋放,制度運(yùn)行成本增大,已具備行政區(qū)劃調(diào)整政策改革的基本條件,亟需通過(guò)行政區(qū)劃改革,減少行政等級(jí)對(duì)資源配置的影響,建立城鄉(xiāng)要素的平等交換機(jī)制,推動(dòng)城市發(fā)展轉(zhuǎn)型和管理模式創(chuàng)新。
[Abstract]:Since the reform and opening up, the adjustment of administrative divisions has enabled high-level cities to use administrative means to mobilize and gather more resources and to obtain priority development opportunities. However, the negative effects of this approach are gradually appearing, such as the rapid expansion of urban space, the suppression of the vitality of the development of small and medium-sized cities, and the widening of the gap between different levels of cities and towns. The article holds that the institutional dividend of the current administrative division adjustment model has been fully released, the system operation cost has increased, and the basic conditions for the reform of the administrative division adjustment policy have been met, so the reform of the administrative division is urgently needed. Reducing the influence of administrative level on resource allocation, establishing the equal exchange mechanism of urban and rural elements, promoting the transformation of urban development and innovation of management mode.
