鄉(xiāng)村景觀保護(hù)的利益相關(guān)關(guān)系辨析

【摘要】:中國的鄉(xiāng)村景觀分布廣泛且類型多樣,極具保護(hù)價值,但目前的保護(hù)行動卻缺乏系統(tǒng)性和整體性;诿仔獱柕睦嫦嚓P(guān)者評分法,對鄉(xiāng)村景觀保護(hù)的利益相關(guān)者進(jìn)行識別和分類,分析鄉(xiāng)村景觀保護(hù)的過程,探討其利益相關(guān)者的利益訴求及其利益相關(guān)關(guān)系。結(jié)果表明,政府、當(dāng)?shù)鼐用瘛⑼顿Y開發(fā)商、研究機(jī)構(gòu)和專家、媒體、非政府組織、社會公眾及消費(fèi)者、規(guī)劃設(shè)計(jì)機(jī)構(gòu)、當(dāng)?shù)剞r(nóng)林企業(yè)、文化遺產(chǎn)傳承人、宗教團(tuán)體和生態(tài)環(huán)境是鄉(xiāng)村景觀保護(hù)的利益相關(guān)者,并分為確定型、預(yù)期型和潛在型3個類別。鄉(xiāng)村景觀保護(hù)過程可分為調(diào)查與錄入、決策和實(shí)施3個階段,各階段的目標(biāo)和任務(wù)不同,利益相關(guān)者的利益訴求不斷變化,其間的利益相關(guān)關(guān)系也存在很大差異。因此,政府應(yīng)當(dāng)成為鄉(xiāng)村景觀保護(hù)的絕對主體;堅(jiān)持村落與環(huán)境整體保護(hù)原則,建立鄉(xiāng)村景觀保護(hù)區(qū);促進(jìn)保護(hù)過程中各利益相關(guān)者之間的協(xié)調(diào)合作;加強(qiáng)對利益相關(guān)者行為的規(guī)范和監(jiān)控;完善主要利益相關(guān)者共同治理的制度化管理措施。
[Abstract]:The rural landscape in China is widely distributed and diverse, which is of great conservation value, but the current conservation action is lack of systematicness and integrality. Based on Michelle's stakeholder scoring method, the stakeholders of rural landscape protection are identified and classified, and the process of rural landscape protection is analyzed. The results show that the government, local residents, investment developers, research institutions and experts, the media, non-governmental organizations, the public and consumers, planning and design agencies, local agribusiness, cultural heritage inheritors, Religious groups and ecological environment are the stakeholders of rural landscape protection, and can be divided into three types: definite type, prospective type and potential type. The process of rural landscape protection can be divided into three stages: investigation and input, decision-making and implementation. The objectives and tasks of each stage are different, and the interest demands of stakeholders are constantly changing, and the relationship between them is also very different. Therefore, the government should become the absolute main body of rural landscape protection, adhere to the principle of village and environmental protection, establish rural landscape protection areas, promote the coordination and cooperation among the stakeholders in the process of protection. Strengthen the regulation and monitoring of stakeholder behavior and improve the institutional management measures of common governance of main stakeholders.
