【摘要】：在傳統(tǒng)地方史志的記載中,對(duì)于一個(gè)行政區(qū)疆域的記載往往是以"四至八到"的形式來(lái)表示的,依照這種粗略的記載,在很多地區(qū)根本無(wú)法準(zhǔn)確的劃出政區(qū)之間的邊界。在各級(jí)政區(qū)的邊界類型中,又屬省界的地位比較特殊。對(duì)于省界爭(zhēng)端的處理往往會(huì)面臨"屬人主義"和"屬地主義"兩種原則的抉擇,而爭(zhēng)端的處理過(guò)程其實(shí)體現(xiàn)了中央政府、省政府、基層政府與普通民眾之間的多重復(fù)雜、互動(dòng)的關(guān)系。民國(guó)時(shí)期青冢湖蘇皖省界糾紛的處理過(guò)程正是體現(xiàn)了上述關(guān)系,并且展現(xiàn)了原本模糊的省級(jí)政區(qū)界限逐漸演變?yōu)榫_的幾何界線的動(dòng)態(tài)過(guò)程。
[Abstract]:In the historical records of the traditional places, the records of the territory of a administrative region are often expressed in the form of "four to eight". According to this rough record, In many areas it is impossible to draw the boundaries between administrative regions accurately. In the boundary types of administrative regions at all levels, The status of provincial boundaries is quite special. The handling of provincial disputes often faces the choice of the two principles of "individualism" and "territorialism", and the process of handling disputes actually reflects the central government and the provincial government. The relationship between grass-roots government and ordinary people is complex and interactive. The process of handling disputes between Jiangsu and Anhui provinces in the period of the Republic of China embodies the above relationship. It also shows the dynamic process that the original fuzzy boundaries of provincial governments gradually evolve into precise geometric boundaries.
