【摘要】：正古鎮(zhèn)建設(shè)初期都缺資金,在投入期,政府與市場(chǎng)之間的界面不清晰,雙方在博奕中未能形成合力,而十八大改革要求簡(jiǎn)政放權(quán),在新形勢(shì)下如何最大化地松綁古鎮(zhèn)的體制,激發(fā)古鎮(zhèn)的市場(chǎng)活力,本文將以"上海新場(chǎng)古鎮(zhèn)"為例,按照古鎮(zhèn)的規(guī)劃,分析古鎮(zhèn)項(xiàng)目的投入與產(chǎn)出所能形成的平衡機(jī)制,并按"誰(shuí)投資誰(shuí)受益"的原則,界定了古鎮(zhèn)三個(gè)主體的分工與工作界面,建立"三元主體體制"。
[Abstract]:During the investment period, the interface between the government and the market was not clear, and the two sides failed to form a joint effort in the game. While the 18 big reform required a simplified administration and decentralization, how could the ancient town's system be maximized in the new situation? In order to stimulate the market vitality of the ancient town, this paper will take Xinchang ancient town of Shanghai as an example, according to the planning of the ancient town, analyze the balanced mechanism formed by the input and output of the ancient town project, and according to the principle of "who invests and who benefits", This paper defines the division of labor and working interface of the three main bodies in ancient towns, and establishes the system of three-part subjects.
