【摘要】：計(jì)劃生育自1983年施行至今30余年催生了大批獨(dú)生家庭,其中最特殊的是獨(dú)生子女死亡的家庭(The family of loss one-child)。目前,隨著人口老齡化不斷加劇和社會(huì)養(yǎng)老服務(wù)事業(yè)的緩慢發(fā)展,失獨(dú)家庭的養(yǎng)老問(wèn)題日益突出。作者通過(guò)分析社會(huì)保障發(fā)展現(xiàn)狀,參考國(guó)內(nèi)外學(xué)者主流的觀(guān)點(diǎn),探討在我國(guó)現(xiàn)有體制下網(wǎng)絡(luò)化治理模式,以政府、社會(huì)、個(gè)人要素構(gòu)建的三維網(wǎng)絡(luò)養(yǎng)老模式。通過(guò)明確政府職責(zé)、建立社會(huì)網(wǎng)絡(luò)、整合第三方力量等措施來(lái)構(gòu)筑公共服務(wù),為社會(huì)居家養(yǎng)老服務(wù)體系提供一種可行性思路。
[Abstract]:Since the implementation of family planning in 1983, family planning has given birth to a large number of one-child families, the most special of which is the only-child death family (The family of loss one-child). At present, with the aging of the population and the slow development of social pension services, the problem of providing for the aged in families without independence is becoming more and more prominent. By analyzing the present situation of social security development and referring to the mainstream views of scholars at home and abroad, the author discusses the three-dimensional network pension model constructed by the government, society and individual elements under the existing system of our country. Through clear government responsibilities, the establishment of social networks, the integration of third-party forces and other measures to build public services, for the social home pension service system to provide a feasible way of thinking.
