【摘要】：做好基層人口和計(jì)劃生育依法行政工作,是經(jīng)濟(jì)健康發(fā)展的客觀要求,是構(gòu)建和諧發(fā)展社會(huì)的題中之意。實(shí)行計(jì)劃生育依法行政,是現(xiàn)代法治國家普遍遵循的一項(xiàng)政治原則,是現(xiàn)代政府管理模式和行政觀念的一場深刻變革。當(dāng)前,進(jìn)一步增強(qiáng)人口計(jì)生部門依法行政能力和依法管理水平,對于統(tǒng)籌解決人口問題具有重大推動(dòng)作用。 本文在對計(jì)劃生育依法行政的理論和現(xiàn)狀分析的基礎(chǔ)上,主要對棗莊市計(jì)劃生育依法行政取得的成效與存在的問題進(jìn)行探究,并以理論聯(lián)系實(shí)際和以先進(jìn)地區(qū)經(jīng)驗(yàn)借鑒為突破口,努力探究進(jìn)一步做好棗莊市計(jì)劃生育依法行政工作的對策,進(jìn)而推進(jìn)棗莊市計(jì)劃生育各項(xiàng)工作,構(gòu)建棗莊市計(jì)劃生育和諧法制環(huán)境。棗莊市計(jì)劃生育依法行政執(zhí)法隊(duì)伍素質(zhì)偏低；相關(guān)政策不夠配套；計(jì)劃生育依法行政水平不高；基層干部對計(jì)劃生意依法行政認(rèn)識(shí)不足；依法行政不公增大了工作難度。借鑒部分地區(qū)經(jīng)驗(yàn),結(jié)合棗莊實(shí)際,提出破解棗莊市計(jì)劃生育依法行政現(xiàn)存問題的對策：強(qiáng)化領(lǐng)導(dǎo),建設(shè)一支專業(yè)、高效的計(jì)劃生育隊(duì)伍；提高計(jì)劃生育工作人員依法行政的意識(shí)；完善對計(jì)劃生育依法行政的監(jiān)督機(jī)制；加大計(jì)劃生育協(xié)會(huì)的工作力度,將對計(jì)劃生育薄弱村的幫促轉(zhuǎn)化與村民自治相結(jié)合；管理與服務(wù)相結(jié)合,抓基層、打基礎(chǔ),營造有利于計(jì)劃生育依法行政的良好環(huán)境；規(guī)范計(jì)劃生育依法行政基礎(chǔ)硬件,推進(jìn)計(jì)劃生育依法行政的宣傳教育,完善激勵(lì)與制約并重的計(jì)劃生育利益導(dǎo)向政策體系等等有力措施與對策。
[Abstract]:Doing a good job in the administration of grass-roots population and family planning according to law is the objective requirement of healthy economic development and the meaning of building a harmonious development society. The implementation of family planning administration according to law is a political principle generally followed by modern countries ruled by law, and it is a profound change in the management mode and administrative concept of modern government. At present, further strengthening the administrative ability and management level of population and family planning departments according to law plays an important role in solving population problems as a whole. Based on the analysis of the theory and present situation of family planning administration according to law, this paper mainly probes into the achievements and existing problems of family planning administration in Zaozhuang City according to law, and takes the theory with practice and the experience of advanced areas as a breakthrough, and strives to explore the countermeasures for further doing a good job in the administration of family planning according to law in Zaozhuang City, so as to promote the work of family planning in Zaozhuang City. To construct a harmonious legal environment for family planning in Zaozhuang City. The quality of the family planning administrative law enforcement team in Zaozhuang City is on the low side; the relevant policies are not matching enough; the level of family planning administration according to law is not high; the grass-roots cadres do not have enough understanding of the planned business administration according to law; the unfair administration according to law has increased the difficulty of the work. Referring to the experience of some regions and combining with the reality of Zaozhuang City, this paper puts forward some countermeasures to solve the existing problems of family planning administration according to law in Zaozhuang City: strengthening leadership, building a professional and efficient family planning team, improving the awareness of family planning workers' administration according to law, perfecting the supervision mechanism of family planning administration according to law, and perfecting the supervision mechanism of family planning administration according to law. Strengthen the work of the Family Planning Association, combine the help and transformation of the weak villages of family planning with the autonomy of the villagers, combine management with service, grasp the grass-roots level, lay the foundation, and create a good environment conducive to the administration of family planning according to law. We should standardize the basic hardware of family planning administration according to law, promote the propaganda and education of family planning administration according to law, and perfect the policy system of encouraging and restricting the interests of family planning, and so on.
