【摘要】：正習近平總書記在《關于中共中央制定十三五規(guī)劃建議的說明》中對當前及未來一段時期中國人口及其相關問題的精準分析以及對"全面二孩"政策實施積極意義的全面闡述,不僅表明黨和國家領導人對中國人口問題認識上的變化,也體現(xiàn)了"以人為本"與"以人的全面發(fā)展為中心"的思想,還表明其對人類生育意義認識的提高和對生命尊重程度的提升。為了更好地落實全面二孩政策,促使中國婦女生育率盡快回升至更替水平附近,增強中國人口
[Abstract]:In the Note on the 13th five-year Plan formulated by the CPC Central Committee, General Secretary Xi Jinping's accurate analysis of China's population and related issues at present and in the future, as well as a comprehensive exposition of the positive significance of the implementation of the "all-round two-child" policy, Not only does it show that the Party and state leaders have changed their understanding of the population issue in China, but it also embodies the ideas of "people-oriented" and "people-centered all-round development". It also shows that the awareness of the significance of human fertility and the improvement of respect for life. In order to better implement the comprehensive two-child policy, the fertility rate of Chinese women will return to the vicinity of replacement level as soon as possible, and the population of China will be strengthened.
