【摘要】：順應(yīng)人口形勢轉(zhuǎn)變的需要,調(diào)整完善生育政策是促進(jìn)人口長期均衡發(fā)展的題中應(yīng)有之義。較之于立即全面放開二孩政策,"單獨(dú)二孩"政策更符合我國現(xiàn)階段的基本國情,更有利于實(shí)現(xiàn)人口規(guī)模均衡與人口結(jié)構(gòu)均衡的有機(jī)統(tǒng)一。由于"單獨(dú)二孩"政策不足以充分改善年齡結(jié)構(gòu)、增加勞動力數(shù)量,在此基礎(chǔ)上全面放開二孩是繼續(xù)推進(jìn)生育政策調(diào)整完善的未來方向。但是,促進(jìn)人口長期均衡發(fā)展決不能過度放大調(diào)整完善生育政策的作用,僅僅依靠生育政策調(diào)整完善無法統(tǒng)籌解決人口問題,需要配套實(shí)施其他人口政策。
[Abstract]:It is necessary to adjust and perfect the fertility policy in order to promote the long-term balanced development of population in accordance with the needs of the change of population situation. Compared with the policy of opening up the two-child policy immediately, the policy of "single and only two-child" is more in line with the basic national conditions of our country at present, and is more conducive to realizing the organic unity between the balance of population size and the balance of population structure. Because the policy of "single child alone and two children" is not enough to improve the age structure and increase the number of labor force, the full liberalization of the second child policy is the future direction to continue to promote the adjustment and perfection of the fertility policy. However, to promote the long-term balanced development of population, we must not excessively enlarge the function of adjusting and perfecting the fertility policy, and cannot solve the population problem as a whole only by relying on the adjustment and perfection of the fertility policy, so we need to implement other population policies as a whole.
