【摘要】：根據(jù)國家發(fā)展戰(zhàn)略要求和上海市政府發(fā)展規(guī)劃,上海要在2020年前后初步建成國際金融中心、國際航運中心和世界城市。根據(jù)國外城市的發(fā)展經(jīng)驗,世界城市的一個標(biāo)準(zhǔn)是要求外籍人口達(dá)到10%以上的比例。雖然目前上海的外籍人口比例仍低于這一標(biāo)準(zhǔn),但外籍人口的總數(shù)呈現(xiàn)出逐年快速增長的趨勢,并且伴隨著上海兩個中心的建設(shè),外籍人口以及國際社區(qū)的持續(xù)增加成為必然趨勢。這勢必會對外籍人口的管理以及國際社區(qū)的建設(shè)提出更高的要求。浦東新區(qū)在上海建設(shè)“兩個中心”和世界城市的過程中承擔(dān)著關(guān)鍵角色,其外籍人口管理和國際社區(qū)的建設(shè)尤為重要。 本文以浦東新區(qū)的外籍人口及國際社區(qū)作為研究對象,在總結(jié)已有研究的基礎(chǔ)上,通過問卷調(diào)查、深入訪談的形式,對浦東新區(qū)現(xiàn)有外籍人口特征、國際社區(qū)特征及其區(qū)位分布、國際社區(qū)管理現(xiàn)狀進(jìn)行了探討。 在結(jié)論部分,通過對浦東新區(qū)國際社區(qū)特征及其分布、管理現(xiàn)狀的研究,結(jié)合國際社區(qū)及其居住主體的特征,提出了相關(guān)建議：盡快推動國際社區(qū)人口管理的相關(guān)法律法規(guī)出臺；加強(qiáng)社區(qū)管理團(tuán)隊的專業(yè)性；不斷加強(qiáng)文化建設(shè),鼓勵國際社區(qū)與一般社區(qū)的融合。
[Abstract]:According to the requirements of the national development strategy and the development plan of the Shanghai municipal government, Shanghai should initially build up an international financial center, an international shipping center and a world city around 2020. According to the development experience of foreign cities, one of the criteria of world cities is to require the foreign population to reach more than 10%. Although the proportion of foreign population in Shanghai is still below this standard, the total number of foreign nationals is showing a trend of rapid growth year by year, and with the construction of two centers in Shanghai, The continued growth of the foreign population and the international community has become an inevitable trend. This will certainly put higher demands on the management of the foreign population and the building of the international community. Pudong New area plays a key role in the construction of "two centers" and world cities in Shanghai, especially the management of foreign population and the construction of international community. This paper takes the foreign population and the international community of Pudong New area as the research object. On the basis of summarizing the existing research, through questionnaire survey and in-depth interview, the paper analyzes the existing characteristics of the foreign population in Pudong New area. The characteristics and location distribution of international community and the present situation of international community management are discussed. In the conclusion part, through the study of the characteristics and distribution of the international community and the present situation of management in Pudong New area, the author combines the characteristics of the international community and its residents. Put forward the relevant suggestions: to promote the international community population management laws and regulations as soon as possible; To strengthen the professionalism of the community management team, to strengthen the cultural construction and to encourage the integration of the international community and the general community.
