【摘要】：人口少子化提升老齡化水平,加速人口老齡化進程,并通過改變家庭結構類型、抑制經(jīng)濟發(fā)展等途徑強化、放大老齡化社會的經(jīng)濟發(fā)展以及養(yǎng)老等問題;而人口老齡化通過增強家庭代際成員之間的競爭關系、降低家庭可支配收入、提高生養(yǎng)成本、加快人口“質(zhì)-量”替代等途徑,加速推進人口少子化進程。人口少子化與老齡化之間由此形成一種相互強化的作用機制,造成惡性循環(huán)。本文提出,通過挖掘“全面二孩”政策潛能、進一步拓展政策生育空間、逐步實現(xiàn)生養(yǎng)成本社會化以及構建以社會化養(yǎng)老為主體的“綜合養(yǎng)老”模式等途徑,應對我國未來少子老齡化挑戰(zhàn)。
[Abstract]:The minority children can promote the aging level, accelerate the aging process, and strengthen the aging society by changing the family structure type and restraining the economic development, so as to enlarge the problems of the aging society, such as the economic development and the old-age care. The aging of the population accelerates the process of minority children by strengthening the competitive relationship among intergenerational members, reducing the disposable income of the family, raising the cost of birth and raising, speeding up the "quality-quantity" substitution of population and so on. Therefore, a mutually reinforcing mechanism is formed between the minority children and the aging population, resulting in a vicious circle. This paper suggests that by tapping the potential of the "comprehensive two-child" policy, we can further expand the policy fertility space, gradually realize the socialization of birth and rearing costs, and construct a "comprehensive old-age care" model with socialized old-age care as the main body. Facing the challenge of aging minority children in the future.
