【摘要】：實(shí)施"單獨(dú)二孩"政策是順應(yīng)當(dāng)代中國人口演變態(tài)勢而做出的重大舉措,但這一政策的實(shí)施成效取決于對各省政策涉及人群規(guī)模變化及其生育意愿強(qiáng)弱的把握。文章對云南省的研究發(fā)現(xiàn),"單獨(dú)二孩"政策實(shí)施當(dāng)年,將有1.3萬24~39歲女性成為政策出臺后的率先踐行者,新增人口預(yù)計(jì)在2016年達(dá)到4.5萬的生育峰值后將明顯回落,2020年以后更將退回到新政實(shí)施前的水平。"中方案"預(yù)測表明,新政的實(shí)施在微觀家庭層面有明顯效果,但在宏觀人口層面的政策效應(yīng)較為有限。
[Abstract]:The implementation of the policy of "single two-child" is an important measure to adapt to the trend of population evolution in contemporary China. However, the effect of this policy depends on the understanding of the change of population size and the strength of fertility will of each province. A study of Yunnan Province found that in the year when the "single two-child" policy was implemented, 13000 240-39-year-old women would become the first practitioners of the policy, and the new population was expected to drop significantly after reaching a peak of 45000 births in 2016. After 2020, it will return to the level before the implementation of the New deal. " The forecast shows that the implementation of the New deal has obvious effect at the micro family level, but the policy effect at the macro population level is relatively limited.
