從國際視角看人口普查中低齡兒童的漏報問題

【摘要】:文章旨在從國際視角對人口普查中的低齡兒童漏報問題開展考察。文章回顧了世界各國近年人口普查中的數(shù)據(jù)質(zhì)量問題,尤其是低齡兒童漏報的情況。世界各國人口普查的實踐表明,評價人口普查的數(shù)據(jù)質(zhì)量絕非是凈漏報率越低越好。每個國家的普查都或多或少存在缺陷,但不能因此而否認(rèn)人口普查的意義和重要性。人口普查中低齡兒童漏報是許多國家,包括發(fā)達(dá)國家的普查長期和普遍存在的問題。利用外部數(shù)據(jù)評估人口普查數(shù)據(jù)的質(zhì)量要避免一些陷阱。文章介紹了澳大利亞、美國的人口普查中存在的低齡兒童漏報問題和美國、加拿大統(tǒng)計局針對此問題進(jìn)行的專題研究和成果。與以往普遍接受的父母在普查中漏報兒童的結(jié)論不同,最近的國際研究發(fā)現(xiàn),低齡兒童的漏報更有可能是由于他們和父母一起在普查中漏登或被漏登。文章還從國際視角對國內(nèi)評估和調(diào)整人口普查數(shù)據(jù)提出一些有益的啟示。
[Abstract]:The purpose of this paper is to investigate the underreporting of young children in the census from an international perspective. This paper reviews the data quality problems in recent population censuses around the world, especially the underreporting of underage children. The practice of census all over the world shows that the data quality of population census evaluation is by no means the lower the net underreporting rate is the better. Each country's census is more or less flawed, but the significance and importance of the census cannot be denied. Underreporting of young children in population censuses is a long-term and widespread problem in many countries, including developed countries. Using external data to assess the quality of census data should avoid some pitfalls. This paper introduces the underreporting of underage children in the census of Australia and the United States, and the special research and results of Statistics Canada on this issue. Contrary to the widely accepted conclusion that parents fail to report their children in the census, recent international studies have found that underreporting among young children is more likely to be due to missing or missing entries in the census with their parents. The paper also provides some useful inspiration for the domestic assessment and adjustment of census data from the international perspective.
