【摘要】：流動(dòng)人口生育管理是我國(guó)計(jì)劃生育管理的重要方面,全面放開二孩政策背景下對(duì)流動(dòng)人口生育管理的工作和理念也在變化。文章利用流動(dòng)人口日常監(jiān)管數(shù)據(jù),采用文獻(xiàn)法、訪談法等研究方法對(duì)某市K區(qū)流動(dòng)人口的生育管理問題進(jìn)行了研究。文章首先對(duì)國(guó)內(nèi)外人口流動(dòng)方面的研究理論進(jìn)行了綜述,之后對(duì)流動(dòng)人口相關(guān)概念進(jìn)行了概述,分析了我國(guó)計(jì)劃生育基本國(guó)策的成因和生育政策的調(diào)整過程,并指出了生育政策變化對(duì)流動(dòng)人口生育管理的影響。在全面放開二孩生育政策背景下以K區(qū)為研究樣本,分析了K區(qū)流動(dòng)人口存在的生育特征及管理現(xiàn)狀。從流動(dòng)人口漏登漏管現(xiàn)象、信息化建設(shè)不完善、綜合治理管理格局、認(rèn)識(shí)及隊(duì)伍建設(shè)、流動(dòng)人口本身方面總結(jié)了存在的問題,并分析了問題的成因,即,與外地流動(dòng)人口管理存在差異、缺少標(biāo)準(zhǔn)化流動(dòng)人口計(jì)劃生育管理信息系統(tǒng)、流動(dòng)人口基本信息掌握不夠準(zhǔn)確、計(jì)劃生育服務(wù)理念落后、政策宣傳不到位、計(jì)育管理隊(duì)伍和流動(dòng)人口自身存在的原因。最后,針對(duì)問題從統(tǒng)一管理口徑、加強(qiáng)兩地和部門間協(xié)作、完善考核機(jī)制、加強(qiáng)日常管理和信息化管理、加強(qiáng)隊(duì)伍建設(shè)和組織保障、創(chuàng)新服務(wù)理念和政策宣傳等方面提出了改進(jìn)流動(dòng)人口管理的總體建議。本文的問題研究對(duì)其他地區(qū)流動(dòng)人口的管理提供了有價(jià)值的借鑒。
[Abstract]:Fertility management of floating population is an important aspect of family planning management in China, and the work and concept of birth management of floating population are also changing under the background of opening up the policy of "two children" in an all-round way. Based on the daily supervision data of floating population, the paper studies the fertility management of floating population in K district of a certain city by the methods of literature and interview. The article firstly summarizes the research theory of population mobility at home and abroad, then summarizes the related concepts of floating population, analyzes the causes of the basic national policy of family planning and the adjustment process of fertility policy in China. It also points out the influence of the change of fertility policy on the fertility management of floating population. Under the background of fully liberalizing the policy of two-child fertility, this paper analyzes the fertility characteristics and management status of floating population in K area, taking K region as the research sample. This paper sums up the existing problems from the aspects of floating population leakage, incomplete information construction, comprehensive management pattern, understanding and team building, floating population itself, and analyzes the causes of the problems, that is, There are differences between the management of floating population and the floating population in the field, the lack of standardized floating population family planning management information system, the lack of accurate grasp of the basic information of the floating population, the backward concept of family planning services, and the lack of policy propaganda. The reasons for the existence of management team and floating population. Finally, in view of the problems, we should focus on unified management, strengthen cooperation between the two places and between departments, improve the examination mechanism, strengthen daily management and information management, and strengthen team building and organizational protection. Some suggestions on how to improve the management of floating population are put forward in the aspects of innovative service idea and policy propaganda. This paper provides valuable reference for the management of floating population in other regions.
