[Abstract]:The Capital Circle preparation Planning Act, which was implemented in Seoul, South Korea, at the end of the 20th century, divides the capital circle into three types, namely, congestion restriction, growth management and nature conservation, to regulate space in Tokyo, Japan: the "sub-center" strategy has been implemented since the mid-20th century. Sharing the urban functions of Tokyo, the United States has built a number of new and comprehensive centers with its own characteristics: it has formulated and implemented a population strategy that matches industry, resources, and public services, and has increased investment through industrial restructuring. Policies such as encouraging innovation and promoting industrial upgrading some major international cities such as Seoul, South Korea, Tokyo, Japan, and London, England, have encountered problems caused by overpopulation.
