【摘要】： 隨著社會經(jīng)濟的發(fā)展和人們思想觀念的轉(zhuǎn)變,少數(shù)民族人口流動作為一種人口現(xiàn)象,越來越成為人口流動的重要組成部分。少數(shù)民族人口向發(fā)達地區(qū)的流動是一個世界性的發(fā)展趨勢。20世紀80年代以來,改革開放的深入和城市化進程的加快使得我國跨地區(qū)的人口流動成為必然趨勢。東部沿海地區(qū)社會經(jīng)濟文化的迅速發(fā)展,吸引了少數(shù)民族人口向東部沿海地區(qū)的大量流動。 近年來,山東省東部沿海城市憑借良好的社會經(jīng)濟發(fā)展環(huán)境、天然的氣候和地理優(yōu)勢等因素,吸引了大量少數(shù)民族人口的涌入。正確認識與妥善處理少數(shù)民族流動人口問題對民族關(guān)系、城市經(jīng)濟發(fā)展與社會穩(wěn)定、民族地區(qū)繁榮發(fā)展、城鄉(xiāng)關(guān)系、民族政策的貫徹,乃至和諧社會的構(gòu)建都有著極為重要的意義。 本文對新時期山東省東部沿海地區(qū)少數(shù)民族人口流動進行了理論研究和實證分析,主要內(nèi)容有： 首先,對有關(guān)人口流動的西方經(jīng)典理論和國內(nèi)外學者研究人口流動問題的最新進展進行梳理,為本文研究的少數(shù)民族人口流動奠定理論基礎(chǔ)。 其次,對我國少數(shù)民族人口流動的歷史脈絡(luò)和總體發(fā)展趨勢進行描述；概述山東省少數(shù)民族人口狀況,指出山東省東部沿海地區(qū),主要是煙臺、威海、青島三地市少數(shù)民族人口的流動趨勢；運用人口學、經(jīng)濟學理論對威海市少數(shù)民族人口的分布特征、流動趨勢進行分析。 最后,指出少數(shù)民族人口向東部地區(qū)的流動對促進民族發(fā)展、維護社會安定和構(gòu)建社會主義和諧社會的積極影響,及其在城市管理和城市融入上帶來的諸多問題。為促進少數(shù)民族人口有序流動,提出應(yīng)加強少數(shù)民族管理的法規(guī)建設(shè)和體系建設(shè),加大對少數(shù)民族經(jīng)濟社會發(fā)展的扶持力度,加強少數(shù)民族的社團建設(shè)和民族工作網(wǎng)絡(luò)建設(shè)等政策建議。
[Abstract]:With the development of social economy and the change of people's ideas, ethnic minority population mobility, as a kind of population phenomenon, has become an important part of population mobility. The migration of minority population to developed regions is a worldwide development trend. Since the 1980s, the deepening of reform and opening up and the acceleration of urbanization have made the migration of population across regions in our country an inevitable trend. The rapid development of social economy and culture in the eastern coastal areas has attracted a large number of people from ethnic minorities to the eastern coastal areas. In recent years, the eastern coastal cities of Shandong Province have attracted a large number of ethnic minorities by virtue of the favorable social and economic development environment, natural climate and geographical advantages. To correctly understand and properly handle the issue of minority floating population in relation to ethnic groups, urban economic development and social stability, prosperity and development in ethnic areas, urban and rural relations, and the implementation of national policies, Even the construction of a harmonious society is of great significance. This article has carried on the theoretical research and the empirical analysis to the minority nationality population movement in the east coastal area of Shandong Province in the new period. The main contents are as follows: first, This paper combs the western classical theories on population mobility and the latest progress of scholars at home and abroad in studying population mobility, which lays a theoretical foundation for the study of ethnic minority population mobility in this paper. Secondly, it describes the historical context and overall development trend of minority population mobility in China, outlines the status of minority population in Shandong Province, and points out that the eastern coastal areas of Shandong Province, mainly Yantai, Weihai, This paper analyzes the distribution and flow trend of minority population in Weihai City by means of demography and economics theory. Finally, the paper points out that the movement of ethnic minority population to the east has a positive impact on the promotion of national development, the maintenance of social stability and the construction of a harmonious socialist society, as well as the problems brought about by urban management and urban integration. In order to promote the orderly movement of ethnic minority populations, it is proposed that the construction of laws and regulations and the construction of systems for the management of ethnic minorities should be strengthened, and the support for the economic and social development of ethnic minorities should be increased. Strengthen the construction of ethnic groups and ethnic work network, and other policy recommendations.
