【摘要】：本文主要是為了貫徹落實(shí)國務(wù)院《關(guān)于進(jìn)一步推進(jìn)戶籍制度改革的意見》(國發(fā)[2014]25號(hào))以及公安部關(guān)于印發(fā)《全國人口信息管理系統(tǒng)升級(jí)改造工作方案》(公通字[2013]42號(hào))文件精神,加快戶籍制度信息化改革進(jìn)程,加大戶籍制度信息化改革政策創(chuàng)新力度,落實(shí)吉林省公安廳開展的以“推進(jìn)戶籍制度改革試點(diǎn)”為內(nèi)容的相關(guān)工作,研究管理信息系統(tǒng)在人口管理省級(jí)庫升級(jí)改造中的應(yīng)用,從而進(jìn)一步推動(dòng)我省戶籍制度信息化改革工作順利開展。本文主要研究的是如何運(yùn)用管理信息系統(tǒng)技術(shù)進(jìn)行省級(jí)人口管理系統(tǒng)的升級(jí)改造。目前省級(jí)人口管理系統(tǒng)的問題是:隨著時(shí)代的不斷快速發(fā)展,社會(huì)對(duì)人口管理的需求不斷變化,現(xiàn)有的常住人口管理系統(tǒng)存在一些難于解決的難題。以長(zhǎng)吉兩市為例:兩市的市級(jí)人口信息管理系統(tǒng)缺乏對(duì)跨地區(qū)業(yè)務(wù)的支持,市級(jí)人口信息管理系統(tǒng)只能對(duì)本地區(qū)的重人、重證號(hào)進(jìn)行核對(duì)、清理,不能支持跨地區(qū)的重人、重證號(hào)管理。因此,需要對(duì)現(xiàn)有系統(tǒng)進(jìn)行升級(jí)改造,及時(shí)建設(shè)功能完善的戶口遷移業(yè)務(wù)辦理系統(tǒng),實(shí)現(xiàn)數(shù)據(jù)信息動(dòng)態(tài)實(shí)時(shí)更新,以適應(yīng)人口業(yè)務(wù)管理工作的新要求。運(yùn)用管理信息系統(tǒng)的技術(shù)優(yōu)勢(shì)是可以通過信息的錄入管理,解決目前人口底數(shù)不清、情況不明,信息采集不準(zhǔn)確、更新維護(hù)不及時(shí),重點(diǎn)人員漏管失控,信息系統(tǒng)與實(shí)際業(yè)務(wù)工作脫節(jié)等問題。運(yùn)用管理信息系統(tǒng)技術(shù)改造升級(jí)后的省級(jí)人口管理系統(tǒng)可以使人口信息應(yīng)用能力增強(qiáng)、公安實(shí)戰(zhàn)效果更佳。改造升級(jí)后的系統(tǒng)是集人口業(yè)務(wù)辦理與管理監(jiān)管于一體,涵蓋實(shí)際地址、實(shí)有房屋、實(shí)有人口信息采集、維護(hù),數(shù)據(jù)質(zhì)量和業(yè)務(wù)監(jiān)督管理,治安防范,情報(bào)工作,網(wǎng)上綜合考核于一體的信息平臺(tái)。本文主要研究如何對(duì)原有人口信息管理系統(tǒng)進(jìn)行升級(jí)改造,搭建實(shí)有人口信息管理系統(tǒng)平臺(tái),以實(shí)際地址、實(shí)有房屋、實(shí)有人口“三實(shí)”信息全覆蓋為切入點(diǎn),實(shí)現(xiàn)對(duì)實(shí)有人口底數(shù)清、情況明、信息準(zhǔn),“人、房、地”信息三方關(guān)聯(lián)、精準(zhǔn)定位、信息互聯(lián)互通的工作目標(biāo)。針對(duì)一人多重身份、逃犯身份漂白、嫌疑人身份認(rèn)定及冒騙身份等戶籍管理漏洞和盲區(qū),建立實(shí)有人口大型人像比對(duì)系統(tǒng),形成標(biāo)準(zhǔn)統(tǒng)一、關(guān)聯(lián)度高、貼近實(shí)戰(zhàn)、信息維護(hù)機(jī)制順暢的多功能人口管理數(shù)據(jù)平臺(tái)。
[Abstract]:The main purpose of this paper is to implement the State Council's opinions on further promoting the Reform of the Household Registration system (Guofa [2014] 25) and the document of the Ministry of Public Security on the issuance of the National Plan of work for the upgrading and Transformation of the National population Information Management system (Gongtong [2013] 42). At present, the problems of provincial population management system are: with the rapid development of the times, the social demand for population management is constantly changing, and there are some difficult problems in the existing resident population management system. Take Changji two cities as an example: the municipal population information management system of the two cities lacks support for cross-regional business, and the city-level population information management system can only check and clean up the heavy people and heavy card numbers of the region, and cannot support the cross-regional heavy people. Therefore, it is necessary to upgrade and transform the existing system, build a well-functioning hukou migration business management system in time, and realize the dynamic real-time updating of data and information to meet the new requirements of population business management. The technical advantage of using the management information system is that it can be managed through the input of information to solve the problem of unclear population base, unclear situation, inaccurate information collection, untimely updating and maintenance, and out of control of key personnel. The information system is out of touch with the actual business work and so on. Using management information system technology to improve the provincial population management system can enhance the application ability of population information and improve the actual combat effect of public security. The reformed and upgraded system is a collection of population business management and supervision, covering the actual address, real housing, population information collection, maintenance, data quality and business supervision and management, security and prevention, intelligence work, Online comprehensive assessment in one of the information platform. This article mainly studies how to upgrade the original population information management system, build the real population information management system platform, take the actual address, the real house, the actual population "three real" information coverage as the breakthrough point, To achieve the actual population base of clear, Ming, information accurate, "people, houses, land" information tripartite association, accurate positioning, information interconnection work objectives. With regard to the loopholes and blind areas of household registration management such as multiple identities of one person, identity bleaching of fugitives, identification of suspects and fraud of identity, and so on, the establishment of a large population portrait comparison system, which forms a unified standard, has a high degree of correlation, and is close to actual combat.
