【摘要】：城市人口風(fēng)險是城市人口再生產(chǎn)過程中面臨損失損害的不確定性。當前城市人口風(fēng)險主要表現(xiàn)為少子化、無子化、勞動力短缺化、單極化、人口承載極限化、貧困化與老齡化等幾種風(fēng)險。防范和化解城市人口風(fēng)險,一方面要堅持計劃生育國策不動搖,提高城市人口風(fēng)險意識;創(chuàng)新生育政策觀念,引領(lǐng)生育潮流,有效增加城市人口總量。另一方面,要加大城鄉(xiāng)人口調(diào)控政策力度,有序引導(dǎo)人口流向;加大扶貧力度與覆蓋面,多渠道增加貧困居民收入;加快養(yǎng)老服務(wù)機構(gòu)建設(shè)步伐,積極養(yǎng)老養(yǎng)老服務(wù)產(chǎn)業(yè)。
[Abstract]:Urban population risk is the uncertainty of loss and damage in the process of urban population reproduction. At present, the risk of urban population is mainly expressed as minority children, non-children, labor shortage, unipolarization, population carrying limit, poverty and aging, and so on. To prevent and resolve the urban population risk, on the one hand, we should adhere to the national policy of family planning, improve the awareness of urban population risk, innovate the concept of fertility policy, lead the trend of fertility, and effectively increase the total population of the city. On the other hand, we should strengthen the policy of urban and rural population control, guide the population flow in an orderly manner; increase poverty alleviation and coverage, increase income of poor residents through multiple channels; speed up the construction of pension service institutions and actively support the old-age service industry.
