【摘要】：我國人口問題逐漸突出,表現(xiàn)在:人口老齡化速度加快,總和生育率保持低水平,勞動(dòng)人口明顯供不應(yīng)求以及高位的出生性別比等,我國政府近年來逐步調(diào)整原有的獨(dú)生子女的生育政策,而"普遍二孩"政策的實(shí)施正是符合我國現(xiàn)實(shí)情況的選擇,為使政策達(dá)到較好的實(shí)施效果,各地區(qū)需盡快制定生育細(xì)則;需不斷充實(shí)公共服務(wù),迎接將來的人口高峰;同時(shí)還要在制定公共政策時(shí),對符合條件的育齡婦女有一定的傾斜和照顧。
[Abstract]:The population problem in China is becoming more and more prominent, showing that the population aging speed is quickening, the total fertility rate is kept low, the labor population is in short supply and the high birth sex ratio. In recent years, the government of our country has gradually adjusted the original birth policy of the original only child, and the implementation of the "universal two child" policy is in line with the reality of our country. In order to make the policy achieve a better implementation effect, each region needs to formulate the birth rules as soon as possible; it is necessary to continuously enrich the public service and meet the future population peak; at the same time, in the formulation of public policy, the women of childbearing age who meet the conditions are inclined and taken care of.
