【摘要】：我國省際間人口由中西部向東部沿海地區(qū)流動以及"以縣為主,分級管理"的教育投資體制,導致了我國特有的區(qū)域間教育投資收益"錯位"問題,造成流出地地方教育投資效益不高,而流入地卻額外獲得流出省份的教育投入成果,區(qū)域間教育投資差距進一步拉大。從教育投資體制的層面提出三項建議:實行差別化的教育投資體制;建立與人口流動相聯(lián)系的教育轉(zhuǎn)移支付制度;進一步加大對中西部人口流出地區(qū)教育投資的力度。
[Abstract]:The flow of interprovincial population from the central and western regions to the eastern coastal areas and the "county-oriented, hierarchical management" educational investment system has led to the "dislocation" of the income from interregional education investment in China. As a result, the local education investment benefit is not high in the outflow area, but the education investment results of the outflow province are obtained in the floating land, and the gap between the regions in education investment is further widened. Three suggestions are put forward from the aspect of education investment system: implementing differential education investment system, establishing education transfer payment system which is related to population flow, and further increasing education investment in central and western regions.
