【摘要】：自我國推行計劃生育基本國策以來,取得了舉世矚目的成果。在看到成績的同時,我們也不能忽視當(dāng)時這種以控制人口過快增長為主要目的的計劃生育政策所帶來的負面因素,如農(nóng)村中部分實行了計劃生育的家庭并沒有富起來反而成為新的弱勢群體。城市中的獨生子女家庭父母已逐步邁入老齡階段,面臨著子女遠在外地工作而無法照顧父母的局面。在執(zhí)行計劃生育政策的過程中,我們通過長時間實踐探索和深入分析,幫助計生家庭解決實際生活困難、發(fā)展生產(chǎn),對實行計劃生育的家庭給予適當(dāng)和必要的利益補償,產(chǎn)生了積極的社會效果。這種工作思路和方法的轉(zhuǎn)變使我們在工作中采取了新的政策,我們稱之為計劃生育利益導(dǎo)向政策。隨著我們工作的不斷規(guī)范,這種政策被作為一種制度和體制固定下來,也就是我們所說計劃生育利益導(dǎo)向機制。由于我國實行計劃生育的家庭數(shù)量非常多,雖然改革開放以來我國經(jīng)濟實現(xiàn)了高速增長,但還不夠發(fā)達,建立利益導(dǎo)向機制以來政府對計劃生育家庭的補償性質(zhì)的物質(zhì)獎勵數(shù)額增長速度相對于經(jīng)濟的增長速度和物價的上漲速度顯得緩慢,政策的誘導(dǎo)效果正在呈逐步減弱態(tài)勢。因此,在全面建設(shè)小康社會的新形勢下如何探索增加新的更有力度和效果的利益導(dǎo)向機制,使自覺實行計劃生育的家庭得到更多的利益補償,最大程度上解決他們目前生活中存在的實際困難,并從長遠上解決到計劃生育家庭即將面臨的養(yǎng)老問題,成為擺在我們計劃生育工作者面前的一個重要而富有戰(zhàn)略性和前瞻性的課題。 本文結(jié)合計劃生育利益導(dǎo)向機制在鞏義市的實施情況和本人幾年來從事計劃生育工作的實踐經(jīng)驗,以計劃生育利益導(dǎo)向機制為研究對象,通過對目前鞏義市在實施利益導(dǎo)向機制中存在的問題及原因進行分析,積極探討如何完善鞏義市的計劃生育利益導(dǎo)向機制,從而推動鞏義市人口和計劃生育工作再上新臺階。全文共分四個章節(jié)對相關(guān)問題進行了論述。 第一部分闡述了本文選題源起和意義、國內(nèi)計劃生育利益導(dǎo)向機制研究現(xiàn)狀,說明了本文的運用的理論工具、研究方法、框架解構(gòu)、創(chuàng)新之處和不足之處。 第二部分闡述了計劃生育利益導(dǎo)向機制的內(nèi)涵及特點、計劃生育利益導(dǎo)向機制實施途徑和內(nèi)容、建立和完善計劃生育利益導(dǎo)向機制的重要意義和我國計劃生育利益導(dǎo)向機制的發(fā)展歷程,并對其發(fā)展過程中的典型政策做了簡要介紹。 第三部分詳細介紹了計劃生育利益導(dǎo)向機制在鞏義的實施現(xiàn)狀,指出了運行過程中存在的問題,并對在實施過程中存在問題的原因進行了分析。 第四部分將立足于鞏義市的經(jīng)濟社會實際,探索進一步完善計劃生育利益導(dǎo)向機制的對策。
[Abstract]:Since the implementation of the basic national policy of family planning in China, it has achieved remarkable results. While seeing the achievements, we should not lose sight of the negative factors brought about by the family planning policy, which was aimed at controlling the rapid growth of the population at that time. For example, some family planning families in rural areas are not rich, but become a new vulnerable group. The parents of the one-child family in the city have gradually stepped into the old age stage and are faced with the situation that their children are far away from work and can not take care of their parents. In the course of carrying out the family planning policy, we have, through a long period of practical exploration and in-depth analysis, helped the family planning family to solve their real life difficulties, develop production, and provide appropriate and necessary benefit compensation to families who carry out family planning. Has produced the positive social effect. This kind of work thought and method change made us adopt new policy in the work, we call it family planning benefit-oriented policy. With the constant standardization of our work, this policy has been established as a system and system, that is, the interest-oriented mechanism of family planning. As the number of families implementing family planning in China is very large, although China's economy has achieved rapid growth since the reform and opening up, it is still not developed enough. Since the establishment of the benefit oriented mechanism, the amount of material rewards that the government compensates for family planning families has increased slowly compared with the economic growth rate and the price increase rate, and the induced effect of the policy is gradually weakening. Therefore, under the new situation of building a well-to-do society in an all-round way, how to explore new and more effective benefit-oriented mechanisms so that families who consciously carry out family planning can get more benefit compensation? To the greatest extent possible, to solve the practical difficulties existing in their current lives, and to solve in the long run the pension problems facing family planning families. Become an important and full of strategic and forward-looking topic in front of our family planning workers. Based on the implementation of the family planning interest oriented mechanism in Gongyi City and my practical experience in family planning work in recent years, this paper takes the family planning interest oriented mechanism as the research object. Based on the analysis of the problems and reasons existing in the implementation of interest oriented mechanism in Gongyi City at present, this paper probes into how to improve the benefit oriented mechanism of family planning in Gongyi City, so as to promote the population and family planning work in Gongyi City to a new level. The full text is divided into four chapters to discuss the related issues. The first part describes the origin and significance of this topic, the current situation of domestic family planning interest oriented mechanism research, explains the use of theoretical tools, research methods, framework deconstruction, innovation and shortcomings. The second part expounds the connotation and characteristics of the interest oriented mechanism of family planning, the ways and contents of the implementation of the benefit oriented mechanism of family planning. The important significance of establishing and perfecting the interest oriented mechanism of family planning and the development course of the benefit oriented mechanism of family planning in China are introduced briefly, and the typical policies in the process of development are also briefly introduced. The third part introduces the current situation of the implementation of the benefit oriented mechanism of family planning in Gongyi in detail, points out the problems existing in the process of operation, and analyzes the causes of the problems in the process of implementation. The fourth part will be based on the economic and social reality of Gongyi City, explore the further improvement of family planning interest-oriented mechanism.
