【摘要】： 21世紀(jì)全球大部分發(fā)達(dá)國(guó)家、部分發(fā)展中國(guó)家已經(jīng)面臨人口老齡化。國(guó)內(nèi)外的理論和實(shí)踐都證明,人口老齡化將給一個(gè)國(guó)家或地區(qū)的經(jīng)濟(jì)發(fā)展帶來(lái)多方面的影響。由于世界各國(guó)各地區(qū)社會(huì)經(jīng)濟(jì)發(fā)展所處的階段和水平不同,實(shí)現(xiàn)人口轉(zhuǎn)變的方式和途徑各異,因此人口老齡化對(duì)各國(guó)經(jīng)濟(jì)發(fā)展的影響也各不相同。 目前,我國(guó)生產(chǎn)率水平還比較低,社會(huì)經(jīng)濟(jì)還處于欠發(fā)達(dá),人口老齡化問(wèn)題勢(shì)必關(guān)系到國(guó)計(jì)民生和國(guó)家長(zhǎng)治久安等重大戰(zhàn)略性問(wèn)題。因此,我們應(yīng)從改革、發(fā)展、穩(wěn)定的大局出發(fā),站在構(gòu)建和諧社會(huì)的戰(zhàn)略高度,對(duì)我國(guó)人口老齡化問(wèn)題予以高度重視并妥善研究解決。 以人口老齡化的相關(guān)理論以及國(guó)內(nèi)外相關(guān)的學(xué)術(shù)文獻(xiàn)和研究成果為基礎(chǔ),本文總結(jié)分析了中國(guó)人口老齡化的現(xiàn)狀、特點(diǎn)及成因,運(yùn)用索洛模型來(lái)研究老齡化對(duì)于經(jīng)濟(jì)增長(zhǎng)的影響,并且以陜西省人口老齡化對(duì)經(jīng)濟(jì)發(fā)展的影響和對(duì)策進(jìn)行實(shí)證分析,提出應(yīng)正確認(rèn)識(shí)我國(guó)人口老齡化問(wèn)題,積極探索老齡化趨勢(shì)下的經(jīng)濟(jì)發(fā)展策略,建立統(tǒng)一、規(guī)范、完善的社會(huì)養(yǎng)老保障體系,加強(qiáng)老齡化問(wèn)題研究等一系列積極應(yīng)對(duì)人口老齡化問(wèn)題的對(duì)策和建議。
[Abstract]:In the 21 st century, most of the developed countries and some developing countries have been facing the aging of their population. The theory and practice at home and abroad prove that the aging of population will bring many influences to the economic development of a country or region. Because of the different stages and levels of social and economic development in different countries and regions, and the different ways and means to realize the population transition, the influence of population aging on the economic development of different countries is also different. At present, the productivity level of our country is still relatively low, the social economy is still in underdevelopment, and the aging of the population is bound to be related to the national economy and the people's livelihood and national long-term stability and other major strategic issues. Therefore, we should start from the overall situation of reform, development and stability, stand at the strategic level of building a harmonious society, attach great importance to the problem of aging population in our country and properly study and solve it. Based on the relevant theories of population aging and related academic literature and research results at home and abroad, this paper summarizes and analyzes the current situation, characteristics and causes of population aging in China. Using Solow model to study the impact of aging on economic growth, and with the impact of population aging in Shaanxi Province on economic development and the countermeasures, the author points out that we should correctly understand the problem of population aging in China. We should actively explore the economic development strategy under the trend of aging, establish a unified, standardized and perfect social security system for the aged, strengthen the study of the aging problem, and so on a series of countermeasures and suggestions to deal with the problem of population aging.
