【摘要】：計(jì)劃生育作為我國的基本國策,自實(shí)施以來取得了舉世矚目的成就。實(shí)施計(jì)劃生育獎勵扶助政策是我國計(jì)劃生育工作一個創(chuàng)新性措施,對于穩(wěn)定我國的低生育水平、統(tǒng)籌解決人口問題具有重要的意義�；蓐枀^(qū)的人口計(jì)生工作從1998年至2011年,連續(xù)14年獲得“廣東省先進(jìn)”稱號,其中獎勵扶助政策發(fā)揮了重要作用。惠州市惠陽區(qū)從1999年開始注重通過利益導(dǎo)向來開展計(jì)劃生育工作,2005年在全市率先實(shí)施了計(jì)劃生育“節(jié)育獎”,對一方結(jié)扎的農(nóng)村獨(dú)生子女或純生二女的居民進(jìn)行一定的獎勵。自此,惠陽計(jì)劃生育獎勵扶助政策開始逐步形成和完善。對惠陽區(qū)計(jì)劃生育獎勵扶助政策實(shí)施效果分析及其發(fā)展對策進(jìn)行研究,能為其他縣(區(qū))統(tǒng)籌解決人口問題提供示范作用,也是構(gòu)建社會主義和諧社會的應(yīng)有之義。文章以惠陽區(qū)計(jì)劃生育獎勵扶助政策的實(shí)施效果和發(fā)展對策作為研究內(nèi)容,按照以下框架展開:第一章緒論。闡述本文研究的背景、意義及其相關(guān)研究方法,并闡明本文的篇章架構(gòu)及探索思路。第二章文獻(xiàn)綜述。通過闡述關(guān)鍵概念及國內(nèi)外研究現(xiàn)狀來界定本文研究范圍。第三章惠陽區(qū)計(jì)劃生育獎勵扶助政策形成背景及其演變過程。主要分析了惠陽區(qū)計(jì)劃生育獎勵扶助政策形成背景,梳理了獎勵扶助政策機(jī)制從摸索起步到走向制度化的建設(shè)進(jìn)程及狀況,并闡述了惠陽區(qū)當(dāng)前實(shí)施的省、市、區(qū)三級主要的計(jì)劃生育獎勵扶助政策內(nèi)容。第四章惠陽區(qū)計(jì)劃生育獎勵扶助政策的實(shí)施效果。根據(jù)對惠陽區(qū)的問卷調(diào)查結(jié)果,從知曉度、影響程度、滿意度等方面對現(xiàn)行機(jī)制進(jìn)行了評估,并闡述了政策實(shí)施中存在的制度本身、執(zhí)行部門和服務(wù)對象存在的問題。第五章完善計(jì)劃生育獎勵扶助政策的對策建議。本章提出完善計(jì)劃生育獎勵扶助政策的對策,認(rèn)為解決問題關(guān)鍵在于政府部門,具體需要從制度完善、宣傳倡導(dǎo)、政策落實(shí)、獎罰并舉等多方面著手,做好頂層設(shè)計(jì),理清制度建設(shè)思路。本文主要通過結(jié)合公共管理學(xué)、人口學(xué)、社會學(xué)等有關(guān)學(xué)科理論基礎(chǔ),綜合采用文獻(xiàn)研究、問卷調(diào)查、實(shí)證研究、經(jīng)驗(yàn)總結(jié)等方法,梳理總結(jié)利益導(dǎo)向型計(jì)劃生育工作的理論體系,提出更加科學(xué)合理的對策建議,以期為完善計(jì)劃生育獎勵扶助政策進(jìn)行有效的探索。
[Abstract]:Family planning, as the basic national policy of our country, has made remarkable achievements since its implementation. The implementation of family planning incentive and support policy is an innovative measure in family planning work in China. It is of great significance to stabilize the low fertility level of our country and to solve the population problem as a whole. From 1998 to 2011, Huiyang District's population and family planning work won the title of "advanced Guangdong Province" for 14 consecutive years, in which the policy of reward and support played an important role. Huiyang District of Huizhou City began to pay attention to carrying out family planning work through benefit orientation from 1999. In 2005, the family planning "birth control award" was first implemented in the whole city. Since then, Huiyang family planning incentives and support policy began to form and improve. The analysis of the effect of family planning incentive and support policy and its development countermeasures in Huiyang District can provide an example for other counties (districts) to solve the population problem as a whole, and it is also the proper meaning of building a harmonious socialist society. The article takes the implementation effect and the development countermeasure of the family planning incentive and support policy in Huiyang district as the research content, carries out according to the following frame: the first chapter is introduction. This paper expounds the background, significance and relevant research methods of this study, and clarifies the textual structure and exploration ideas of this paper. The second chapter is a literature review. The research scope of this paper is defined by expounding the key concepts and the current research situation at home and abroad. Chapter 3: the background and evolution of family planning incentive policy in Huiyang District. This paper mainly analyzes the background of the family planning reward and support policy in Huiyang District, combs the construction process and status of the incentive support policy mechanism from the beginning to the institutionalization, and expounds the provinces and cities currently implemented in Huiyang District. District three-level major family planning incentives and support policy content. Chapter IV the effect of family planning incentive policy in Huiyang District. Based on the results of the questionnaire survey in Huiyang District, the paper evaluates the current mechanism from the aspects of awareness, influence and satisfaction, and expounds the problems of the system itself, the executive department and the object of service in the implementation of the policy. The fifth chapter consummates the family planning reward supports the policy countermeasure suggestion. This chapter puts forward the countermeasures to perfect the policy of reward and support for family planning, and thinks that the key to solve the problem lies in the government departments, which need to do a good job of top-level design from the aspects of system perfection, propaganda and advocacy, policy implementation, rewards and punishments, and so on. Clear up the train of thought of system construction. By combining the theoretical basis of public management, demography, sociology and other related disciplines, this paper synthetically adopts the methods of literature research, questionnaire investigation, empirical research, experience summary and so on. Combing and summarizing the theory system of the benefit-oriented family planning work, putting forward more scientific and reasonable countermeasures and suggestions, in order to improve the family planning incentive and support policy to carry on the effective exploration.
