【摘要】：雄安新區(qū)作為北京非首都功能疏解集中承載地,其重要的任務(wù)就是疏解北京過重的人口壓力。北京人口的巨大壓力導(dǎo)致了嚴重的"大城市病",而雄安新區(qū)在承接北京人口疏解上能夠有效地緩解北京的交通、資源等城市問題。文章總結(jié)了韓國首爾和日本東京這兩個國際大都市的人口疏導(dǎo)措施:采取利益引導(dǎo)方式,產(chǎn)業(yè)轉(zhuǎn)移帶動人口轉(zhuǎn)移;政府帶頭進行行政事業(yè)單位的遷址,為新城增添活力;公共資源分配向新城傾斜,完善配套基礎(chǔ)設(shè)施。通過分析雄安新區(qū)自身的現(xiàn)有特點,結(jié)合日韓的人口疏解經(jīng)驗,雄安新區(qū)為承接人口疏解所需要努力的方向主要有:在政府主導(dǎo)下,加大新區(qū)的公共服務(wù)建設(shè);通過利益引導(dǎo)機制給予優(yōu)惠政策,吸引企事業(yè)遷入;打造連接京津的智慧交通系統(tǒng);借鑒筑波經(jīng)驗,建設(shè)創(chuàng)新科學(xué)城。
[Abstract]:Xiong'an New area, as Beijing's non-capital function center, its important task is to relieve Beijing's excessive population pressure. The huge population pressure in Beijing has led to a serious "big city disease", and Xiong'an New area can effectively alleviate the traffic, resources and other urban problems in Beijing. This paper summarizes the population diversion measures in Seoul, South Korea, and Tokyo, Japan. The measures of population diversion are as follows: adopting the way of benefit guidance, promoting the transfer of population by industrial transfer, taking the lead by the government to relocate administrative institutions, and adding vitality to the new city. Allocation of public resources to the New City tilt, improve supporting infrastructure. By analyzing the existing characteristics of Xiong'an New area and combining the experience of Japan and South Korea, Xiong'an New area needs to make great efforts to undertake population relaxation: under the guidance of the government, the construction of public services in the new area should be strengthened; The preferential policies should be given through the benefit guidance mechanism to attract enterprises and enterprises to move in; to build an intelligent transportation system connecting Beijing and Tianjin; to learn from the experience of Tsukuba and to build an innovative science city.
