【摘要】：長(zhǎng)期以來(lái),高能耗、高污染的粗放型經(jīng)濟(jì)發(fā)展道路,使得山西原本脆弱的環(huán)境進(jìn)一步惡化;同時(shí)人力資本后備不足嚴(yán)重影響了山西省的轉(zhuǎn)型發(fā)展。正確認(rèn)識(shí)人口、資源環(huán)境與經(jīng)濟(jì)間的協(xié)調(diào)機(jī)制,可為山西省的戰(zhàn)略發(fā)展提供重要的依據(jù)。文章結(jié)合山西省實(shí)際情況,構(gòu)建了人口、資源環(huán)境、經(jīng)濟(jì)協(xié)調(diào)發(fā)展評(píng)價(jià)的指標(biāo)體系,運(yùn)用主成分分析法和隸屬度函數(shù)模型,對(duì)山西省2004—2014年人口、資源環(huán)境、經(jīng)濟(jì)協(xié)調(diào)發(fā)展水平進(jìn)行了評(píng)價(jià)。結(jié)果表明山西省人口、資源環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展仍存在整體發(fā)展水平較低、協(xié)調(diào)穩(wěn)定性較差、資源環(huán)境發(fā)展相對(duì)滯后、人力資本不足、區(qū)域發(fā)展不平衡等問(wèn)題,同時(shí)基于評(píng)價(jià)結(jié)果提出了相應(yīng)的對(duì)策建議。
[Abstract]:For a long time, the extensive economic development road with high energy consumption and high pollution has made the fragile environment in Shanxi worse, and the shortage of human capital reserve has seriously affected the transformation and development of Shanxi Province. A correct understanding of the coordination mechanism among population, resources, environment and economy can provide an important basis for the strategic development of Shanxi Province. According to the actual situation of Shanxi Province, this paper constructs the index system of population, resource environment and economic coordination development evaluation, and applies principal component analysis and membership function model to analyze the population, resources and environment of Shanxi Province from 2004 to 2014. The level of coordinated economic development was evaluated. The results show that there are still some problems in the coordinated development of population, resources, environment and economy in Shanxi Province, such as low level of overall development, poor coordination and stability, relatively backward development of resources and environment, insufficient human capital, unbalanced regional development, etc. At the same time, based on the evaluation results, the corresponding countermeasures and suggestions are put forward.
