【摘要】：進(jìn)入新世紀(jì)以來，新疆阿勒泰地區(qū)在加強(qiáng)公共管理和公共服務(wù)的基礎(chǔ)上，積極引導(dǎo)農(nóng)牧區(qū)人口向城鎮(zhèn)轉(zhuǎn)移，，以適應(yīng)工業(yè)化、城鎮(zhèn)化和農(nóng)牧業(yè)現(xiàn)代化的要求。阿勒泰地區(qū)屬于我國邊疆欠發(fā)達(dá)地區(qū)、經(jīng)濟(jì)基礎(chǔ)薄弱、城鎮(zhèn)化水平較低、農(nóng)牧區(qū)人口基數(shù)大及二、三產(chǎn)業(yè)發(fā)展較緩慢，在農(nóng)牧民人口轉(zhuǎn)移過程中，出現(xiàn)了人口轉(zhuǎn)移進(jìn)城空間有限，未做好農(nóng)牧民人口轉(zhuǎn)移的管理統(tǒng)籌，缺乏完善的農(nóng)牧民人口轉(zhuǎn)移政策以及未做好對轉(zhuǎn)移農(nóng)牧民人口的教育等問題。因此，對阿勒泰地區(qū)城鎮(zhèn)化進(jìn)程中農(nóng)牧民人口轉(zhuǎn)移問題進(jìn)行分析研究，具有十分重要的理論與實踐意義。 本文以阿勒泰地區(qū)農(nóng)牧民人口轉(zhuǎn)移問題為研究對象，在走訪調(diào)研和掌握一手資料與數(shù)據(jù)的基礎(chǔ)上，分析了農(nóng)牧民人口轉(zhuǎn)移的宏觀背景，城鎮(zhèn)化的發(fā)展進(jìn)程、農(nóng)牧民人口轉(zhuǎn)移的階段特征以及在城鎮(zhèn)化進(jìn)程中農(nóng)牧民人口轉(zhuǎn)移上所采取的主要措施。通過對阿勒泰地區(qū)農(nóng)牧民人口轉(zhuǎn)移現(xiàn)狀的分析研究，作者提出了制定農(nóng)牧民人口轉(zhuǎn)移的目標(biāo)與定位、優(yōu)化農(nóng)牧區(qū)人口轉(zhuǎn)移的硬環(huán)境、統(tǒng)籌農(nóng)牧區(qū)人口轉(zhuǎn)移和現(xiàn)代農(nóng)牧業(yè)發(fā)展、加強(qiáng)資源開發(fā)管理、完善農(nóng)牧區(qū)人口轉(zhuǎn)移政策措施以及加強(qiáng)城鎮(zhèn)公共安全管理與服務(wù)等解決問題的對策。
[Abstract]:Since the new century, Xinjiang Aletai region, on the basis of strengthening public management and public service, actively guides the population of agricultural and pastoral areas to cities and towns, in order to adapt to the requirements of industrialization, urbanization and the modernization of agriculture and animal husbandry. The Aletai area belongs to the underdeveloped areas of China's border areas, the economic foundation is weak, the level of urbanization is low, and the population of agricultural and pastoral areas. The large base number, the two and the three industry are developing slowly. In the process of the migration of farmers and herdsmen, there is a limited space for the transfer of population to the city, not a good management of the transfer of the population of the farmers and herdsmen, the lack of a perfect policy for the transfer of the population of the farmers and herdsmen, and the lack of education for the transfer of the population of the farmers and herdsmen. It is of great theoretical and practical significance to conduct an analysis and study of Cheng Zhongnong's herdsmen's population transfer.
In this paper, the problem of population transfer of farmers and herdsmen in Aletai is studied. On the basis of investigation and mastering the data and data of one hand, this paper analyzes the macro background of the migration of farmers and herdsmen, the development process of urbanization, the stage characteristics of the migration of farmers and herdsmen, and the main reasons for the transfer of the population of farmers and herdsmen in the process of urbanization. Through the analysis and study of the present situation of the population transfer of farmers and herdsmen in Aletai, the author puts forward the goal and orientation of making the population transfer of farmers and herdsmen, optimizes the hard environment of the transfer of population in the agricultural and pastoral areas, co-ordinate the population transfer and the development of modern agriculture and animal husbandry in the agricultural and pastoral areas, strengthen the management of resource opening and development, and improve the policies and measures for the transfer of population in the agricultural and pastoral areas. And strengthen the management and service of urban public safety.
