【摘要】：從計(jì)劃生育政策的歷史來看,政策執(zhí)行經(jīng)常偏離決策目標(biāo),甚至反過來影響、制約決策,但卻很少有人系統(tǒng)研究過計(jì)生的政策執(zhí)行。政府主要依靠何種手段去執(zhí)行計(jì)生政策?在人口政策調(diào)整的窗口期以及政府機(jī)構(gòu)改革的大背景下,如何精準(zhǔn)有效地轉(zhuǎn)變計(jì)生體制?基于長期的基層調(diào)研,本文分析了行政處罰、經(jīng)濟(jì)罰款、綜合管控、話語規(guī)訓(xùn)等四種計(jì)生政策手段以及背后牽涉的三組關(guān)系:國家與社會、中央與地方、體制核心與邊緣。只有深入思考國家治理中的這些關(guān)系,才能全面認(rèn)識一直以來計(jì)生體制轉(zhuǎn)型的困難所在,同時(shí)也能啟發(fā)我們理解更廣泛意義上的政策執(zhí)行難題。
[Abstract]:From the history of the family planning policy, the policy implementation often deviates from the decision goal, even affects and restricts the decision in turn, but few people have studied the policy implementation of family planning systematically. What means does the government rely on to implement the family planning policy? How to change the family planning system precisely and effectively under the background of the adjustment of population policy and the reform of government organization? Based on a long-term investigation at the grass-roots level, this paper analyzes four kinds of family planning policy means, including administrative punishment, economic penalty, comprehensive control, and discourse discipline, as well as the three groups of relations involved: state and society, central and local, institutional core and edge. Only by thinking deeply about these relationships in national governance can we fully understand the difficulties in the transformation of the family planning system, and at the same time enlighten us to understand the problems of policy implementation in a broader sense.
