【摘要】：我國作為占世界總?cè)丝谖宸种坏陌l(fā)展中大國,擁有獨具特色的先進的社會主義制度,又處在經(jīng)歷了三十四年改革開放的巨變時代,數(shù)量驚人的流動人口已經(jīng)成為經(jīng)濟體制轉(zhuǎn)軌、社會結(jié)構(gòu)轉(zhuǎn)型必須直面的重大問題�；仡櫢母镩_放以來我國流動人口政策的演變軌跡,并對其進行理性的分析和恰當?shù)脑u判,將對于未來流動人口管理乃至于人口政策都具有重大的參考價值。 本文將從導論—理論回顧—變遷軌跡—存在問題—對策建議—結(jié)論等六個層面次第展開： 第一章為導論部分,主要闡述本選題的理論意義和現(xiàn)實意義、核心概念界定以及所采用的研究方法,力圖為流動人口政策變遷提供材料準備。 第二章對國內(nèi)外流動人口政策變遷研究的經(jīng)典理論加以回顧和總結(jié)。從流動人口問題的緣起開始,詳細梳理了馬克思主義的流動人口理論,并對西方流動人口理論和模型做了扼要闡述,主要就國內(nèi)學術(shù)界在廣泛使用的人口遷移學說、推—拉理論、自我選擇理論和劉易斯—拉尼斯—費景漢模型做了評述,并確立了以馬克思主義理論為指導,批判吸收西方相關理論為輔助,從而為展開研究搭建堅實有力的理論框架。 第三章詳盡梳理改革開放以來我國流動人口政策變遷的基本過程,具體從三個方面展開：第一,以1978年為起始點,依時間順序,根據(jù)政策本身的性質(zhì)差異,將改革開放之后我國流動人口政策的變遷劃分為三個階段,并對三階段的具體政策演變過程進行分析比對；第二,從文本表述和政策效果等方面細致剖析現(xiàn)行流動人口政策,將三十多年來流動人口政策變遷的總體思路、框架結(jié)構(gòu)再到典型模式等三個方面加以歸納；第三,依據(jù)上述研究結(jié)果,總結(jié)出流動人口政策變遷的基本特征。 第四章則進入“問題研究”階段,對于流動人口政策本身存在的諸多內(nèi)部結(jié)構(gòu)問題和流動人口政策所引發(fā)的社會問題加以分別論述,同時,也探究了相關政策出現(xiàn)問題的具體原因。 第五章則主要針對當下人們感同身受的有關流動人口政策變遷中的主要問題提出了相應的對策建議,以鮮明的現(xiàn)實指向性,以學力所及,分門別類地給出一系列具體的建議。 第六章在對流動人口政策未來走向的前瞻和關于本文不足的審視中結(jié)束全文,特別檢討了本文所存在的實證性不足以及相關政策及其效應的邏輯層次劃分不清晰等問題,以待后續(xù)研究的彌補和完善。
[Abstract]:As a developing country accounting for 1/5 of the world's total population, China has a unique and advanced socialist system, and is in the era of great changes after 34 years of reform and opening up. An astonishing number of floating population has become a major problem of economic system transition and social structural transformation. Reviewing the evolution of the floating population policy since the reform and opening up, and making rational analysis and proper evaluation of it, will be of great reference value for the future floating population management and even the population policy. In this paper, the introduction, theoretical review, transition trajectory, existing problems, countermeasures and suggestions are followed by six levels: The first chapter is the introduction part, which mainly expounds the theoretical and practical significance of this topic, the definition of core concepts and the research methods used in order to provide materials for the policy changes of floating population. The second chapter reviews and summarizes the classical theories on the policy change of floating population at home and abroad. Starting from the origin of the floating population problem, this paper combs the Marxist theory of floating population in detail, and briefly expounds the theories and models of floating population in the West, mainly on the theory of population migration, which is widely used in the domestic academic circles. The theory of push-pull, the theory of self-choice and the model of Louis-Ranis-Fjinghan are reviewed, which is guided by Marxist theory and critically absorbs relevant western theories. In order to build a solid theoretical framework for the development of research. The third chapter makes a detailed analysis of the basic process of the policy changes of floating population in China since the reform and opening up. It is carried out from three aspects: first, taking 1978 as the starting point, according to the order of time, according to the nature of the policy itself, After the reform and opening up, the changes of floating population policy in China are divided into three stages, and the specific policy evolution process of the three stages is analyzed and compared. Secondly, the current floating population policy is analyzed in detail from the aspects of text expression and policy effect. This paper sums up the general ideas of the policy changes of floating population in the past 30 years, the framework structure and the typical model. Thirdly, according to the above research results, the basic characteristics of the policy changes of floating population are summarized. The fourth chapter goes into the stage of "problem study", which discusses the internal structure problems and social problems caused by floating population policy, at the same time, It also explores the specific reasons for the problems in related policies. The fifth chapter mainly puts forward the corresponding countermeasures and suggestions in view of the main problems in the policy changes of floating population that people feel about at present, and puts forward a series of concrete suggestions with clear realistic directionality and academic ability. The sixth chapter concludes the full text in the perspective of the future trend of the floating population policy and the insufficiency of this paper, especially reviews the problems of the empirical deficiency and the illegibility of the logical division of the relevant policies and their effects in this paper. In order to make up for and improve the follow-up study.
