【摘要】：本文主要圍繞壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育研究這一話題展開討論。文章回顧了農(nóng)村勞動(dòng)力轉(zhuǎn)移及計(jì)劃生育相關(guān)問題的研究狀況，并結(jié)合壽光市的實(shí)際情況，客觀分析了壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育的現(xiàn)狀分析。本文認(rèn)為，壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力呈現(xiàn)出壽光農(nóng)村勞動(dòng)力向非農(nóng)業(yè)及外地轉(zhuǎn)移的特點(diǎn)，且不斷出現(xiàn)技術(shù)型、知識(shí)型的勞動(dòng)力轉(zhuǎn)移及輸出，樹立起壽光農(nóng)民的新形象。從壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育的狀況來(lái)看，，農(nóng)村勞動(dòng)力轉(zhuǎn)移計(jì)劃生育管理機(jī)制和服務(wù)體系初步形成，人口計(jì)生工作初步實(shí)現(xiàn)了法治化。 論文分析了壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力人口計(jì)劃生育工作面臨的新挑戰(zhàn)：一是農(nóng)村轉(zhuǎn)移勞動(dòng)力人口計(jì)生管理力度有待進(jìn)一步加強(qiáng)；二是基層基礎(chǔ)工作有待進(jìn)一步完善；三是信息溝通還需要加強(qiáng)。文章對(duì)壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育帶來(lái)的相關(guān)問題進(jìn)行了分析，指出了該市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育政策執(zhí)行中的問題分析。 文章對(duì)壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育管理進(jìn)行探討之后，嘗試性地提出了解決策略。論文認(rèn)為，要完善農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育管理，強(qiáng)化農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育管理勢(shì)在必行，要進(jìn)一步完善農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育管理，加大宣傳力度，完善基層基礎(chǔ)宣傳設(shè)施，加強(qiáng)計(jì)劃生育培訓(xùn)，提高干群計(jì)劃生育知識(shí)水平，加強(qiáng)法制教育與對(duì)執(zhí)法者的法制教育，提高政策執(zhí)行人員的素質(zhì)。與此同時(shí)，政府還應(yīng)大力加強(qiáng)對(duì)計(jì)劃生育政策執(zhí)行活動(dòng)的監(jiān)督，提高政策執(zhí)行活動(dòng)的透明度，建立獨(dú)立的專門監(jiān)督機(jī)構(gòu)，加強(qiáng)司法監(jiān)督。這些策略的實(shí)施，將從全方位、多角度推進(jìn)壽光市農(nóng)村轉(zhuǎn)移勞動(dòng)力計(jì)劃生育問題的解決，促進(jìn)我國(guó)人口政策落地，助推社會(huì)主義和諧社會(huì)發(fā)展貢獻(xiàn)力量。
[Abstract]:This article mainly around Shouguang rural transfer labor force family planning research topic launches the discussion. This paper reviews the research status of rural labor force transfer and family planning, and analyzes objectively the present situation of rural transfer labor force family planning in Shouguang city, combined with the actual situation of Shouguang city. This paper holds that the transfer of rural labor force in Shouguang City shows the characteristics of the transfer of rural labor force from Shouguang to non-agricultural and non-agricultural areas, and the transfer and output of skilled and knowledge-based labor force are constantly emerging, thus setting up a new image of Shouguang peasants. According to the situation of rural labor force transfer and family planning in Shouguang City, the management mechanism and service system of rural labor force transfer and family planning have been preliminarily formed, and the work of population and family planning has initially realized the rule of law. The paper analyzes the new challenges faced by the family planning work of rural migrant labor force in Shouguang City: first, the management of rural migrant labor force needs to be further strengthened; second, the basic work at the grass-roots level needs to be further improved. Third, information communication still needs to be strengthened. This paper analyzes the related problems brought about by the family planning of the rural migrant labor force in Shouguang city, and points out the problems in the implementation of the family planning policy of the rural migrant labor force in Shouguang city. After discussing the management of family planning of rural transfer labor force in Shouguang City, this paper tries to put forward some countermeasures. The paper holds that it is imperative to improve the management of family planning of rural migrant labor force, to strengthen the management of family planning of rural migrant labor force, to further improve the management of family planning of rural migrant labor force, and to step up publicity. We should improve basic propaganda facilities at the grass-roots level, strengthen family planning training, raise the knowledge level of family planning among cadres, strengthen legal education and legal education for law enforcers, and improve the quality of policy enforcement personnel. At the same time, the government should strengthen the supervision of the implementation of the family planning policy, improve the transparency of the policy implementation, establish independent special supervision agencies and strengthen judicial supervision. The implementation of these strategies will promote the settlement of the family planning problem of the rural transfer of labor force in Shouguang from all directions, promote the landing of population policy in China, and promote the development of a harmonious socialist society.
