【摘要】：我黨在十八大報告中提出新型城鎮(zhèn)化發(fā)展戰(zhàn)略,其核心是“人的城鎮(zhèn)化”,即把農(nóng)業(yè)轉(zhuǎn)移人口的市民化作為重點推進。目前,我國基本確立了“政府主導、多方參與、成本共擔、協(xié)同推進”的農(nóng)業(yè)轉(zhuǎn)移人口市民化推進原則,但仍存在很多問題。如在農(nóng)民向非農(nóng)人口轉(zhuǎn)移的過程中存在著農(nóng)民向非農(nóng)人口轉(zhuǎn)移的意愿不強、轉(zhuǎn)移的能力不足、地方政府城鎮(zhèn)化激勵引導政策不到位等問題。同時,在我國農(nóng)業(yè)轉(zhuǎn)移人口真正實現(xiàn)市民化的過程中也存在著農(nóng)業(yè)轉(zhuǎn)移人口難以和市民同等享受公共服務,經(jīng)濟生活水平較低、社會保障不足,職業(yè)培訓缺乏、就業(yè)競爭處于弱勢,文化認同感低,難以融入城市主流社會生活等問題。本文通過對我國農(nóng)業(yè)轉(zhuǎn)移人口市民化現(xiàn)狀及問題的分析,得出以下六點障礙因素:一是農(nóng)村土地流轉(zhuǎn)制度的缺陷;二是戶籍制度及其附屬的公共服務障礙;三是城鎮(zhèn)勞動就業(yè)制度障礙;四是城鄉(xiāng)社會保障制度障礙;五是中小城鎮(zhèn)承載力的約束;六是城鄉(xiāng)文化隔閡形成的城市社會排斥。為破解以上六個障礙因素,本文立足我國農(nóng)業(yè)轉(zhuǎn)移人口市民化“兩步轉(zhuǎn)移”的特殊階段,依據(jù)推拉理論和機制設計理論,有針對性地提出了推進我國農(nóng)業(yè)轉(zhuǎn)移人口市民化的具體對策構想,首先設計了促進農(nóng)民向非農(nóng)業(yè)人口轉(zhuǎn)移的推力機制,主要包括農(nóng)村土地流轉(zhuǎn)激勵機制、農(nóng)轉(zhuǎn)非人口的就業(yè)保障機制、小城鎮(zhèn)建設與產(chǎn)業(yè)發(fā)展對農(nóng)轉(zhuǎn)非人口的引導機制;同時設計了促進農(nóng)業(yè)轉(zhuǎn)移人口市民化的拉力機制,包括有序推進城鄉(xiāng)戶籍制度改革、推進城鎮(zhèn)基本公共服務向常住人口的全覆蓋、健全和完善城鄉(xiāng)一體化的社會保障、促進農(nóng)業(yè)轉(zhuǎn)移人口市民化文化融合等。
[Abstract]:Our party has put forward the development strategy of new towns in the eighteen report, its core is "the urbanization", namely the transfer of the agricultural population of people as a key forward. At present, our country established the "government led, multi-party participation, cost sharing, collaborative promote the transfer of agricultural population urbanization promotion principle however, there are still many problems. Such as transfer to non-agricultural population in farmers exist in the process of farmers transfer to non-agricultural population will not strong, transfer ability is insufficient, guide policy is not in place of local government incentives in urbanization. At the same time, China's agricultural population transfer of the real people of the process there the transfer of the agricultural population and the public to enjoy the same public service life, economic level is low, lack of social security, lack of occupation training, employment competition is weak, cultural identity is low, it is difficult to integrate into the mainstream of the city Social life and other issues. Based on the analysis of China's current situation and problems of the transfer of agricultural population of people, the following six factors: one is the defects of some obstacles in rural land transfer system; two is the household registration system and the public service obstacle affiliated urban employment system; three is the degree of disorder; four is the obstacle of urban and rural social security system five small towns; capacity constraints; the six is urban and rural cultural barriers to the formation of the city social exclusion. To solve the above factors six obstacles, based on China's special stage of the transfer of agricultural population of people "two step transfer", on the basis of the push-pull theory and mechanism design theory, put forward to promote the specific countermeasures of transfer of population of our country agriculture, promote the farmers to the first design of thrust mechanism of non agricultural population transfer, including the rural land circulation incentive mechanism, non agricultural population The employment security mechanism, guide mechanism construction and industrial development of small towns in rural population; while the design of the pull mechanism of promoting the transfer of agricultural population of people, including the orderly rural household registration system reform, promote the urban basic public services to the resident population of full coverage, improve and perfect the integration of urban and rural social security, promote the transfer of agricultural population of people the cultural fusion.
