新時(shí)期下基層計(jì)生網(wǎng)絡(luò)服務(wù)模式轉(zhuǎn)型研究

【摘要】:自1982年計(jì)劃生育被納入憲法作為基本國(guó)策35年以來(lái),計(jì)生網(wǎng)絡(luò)在我國(guó)計(jì)生事業(yè)的發(fā)展中起到了重要的作用;鶎佑(jì)生網(wǎng)絡(luò)具有及時(shí)提供計(jì)劃生育工作信息和統(tǒng)計(jì)數(shù)據(jù)、政策代言、政策執(zhí)行、社情民意的傳遞等四大基礎(chǔ)功能,其特定的工作機(jī)制和部門對(duì)于計(jì)生事業(yè)的發(fā)展發(fā)揮著重要作用。但隨著我國(guó)人口老齡化態(tài)勢(shì)的加劇,從2013年“單獨(dú)二孩政策”到2016年“全面二孩”政策的不斷調(diào)整,2013年衛(wèi)生計(jì)生機(jī)構(gòu)整合,國(guó)家提倡多元主體綜合治理,“互聯(lián)網(wǎng)+”等四大背景給基層計(jì)生網(wǎng)絡(luò)的發(fā)展帶來(lái)了嚴(yán)峻挑戰(zhàn);谒拇蟾母锉尘,新時(shí)期下我國(guó)基層計(jì)生網(wǎng)絡(luò)服務(wù)急需轉(zhuǎn)型。本文采用文獻(xiàn)研究、問(wèn)卷調(diào)查、數(shù)據(jù)報(bào)表、焦點(diǎn)小組訪談等方法,對(duì)我國(guó)基層計(jì)生網(wǎng)絡(luò)的基本功能特點(diǎn)及優(yōu)勢(shì),基層計(jì)生網(wǎng)絡(luò)建設(shè)現(xiàn)狀等進(jìn)行研究。主要的研究?jī)?nèi)容及結(jié)論如下:通過(guò)對(duì)重慶市五個(gè)區(qū)縣的三大類計(jì)生工作人員,其中150名計(jì)生行政管理人員,190名計(jì)生技術(shù)人員,90名計(jì)生專干進(jìn)行問(wèn)卷調(diào)查發(fā)現(xiàn):第一,在人口政策調(diào)整及衛(wèi)生計(jì)生機(jī)構(gòu)整合的背景下,計(jì)劃生育工作建設(shè)沒(méi)有削弱反而得以強(qiáng)化,大部分人對(duì)機(jī)構(gòu)整合持支持態(tài)度,但機(jī)構(gòu)整合后衛(wèi)生計(jì)生管理體制亟待理順。第二,基層計(jì)生人員普遍反映工作難度增強(qiáng)。82.12%的基層計(jì)生行政管理人員與44.71%的計(jì)生專干認(rèn)為實(shí)施單獨(dú)兩孩政策讓群眾覺(jué)得政策放松了,基層計(jì)生工作更難了。第三,計(jì)劃生育機(jī)構(gòu)職能急需轉(zhuǎn)型。69.15%的基層計(jì)生技術(shù)人員與72.94%的計(jì)生專干認(rèn)為基層計(jì)劃生育行政管理機(jī)構(gòu)應(yīng)該積極進(jìn)行職能轉(zhuǎn)型。第四,計(jì)劃生育利益導(dǎo)向政策有待進(jìn)一步完善、計(jì)劃生育基本技術(shù)服務(wù)補(bǔ)助經(jīng)費(fèi)不足;谝陨蠈(shí)證研究?jī)?nèi)容,本文從服務(wù)觀念轉(zhuǎn)型、服務(wù)內(nèi)涵轉(zhuǎn)型、服務(wù)內(nèi)容轉(zhuǎn)型、服務(wù)方式轉(zhuǎn)型、服務(wù)組織架構(gòu)轉(zhuǎn)型等方面提出了計(jì)生網(wǎng)絡(luò)服務(wù)模式轉(zhuǎn)型的合理路徑,其中結(jié)合服務(wù)內(nèi)容轉(zhuǎn)型與服務(wù)方式轉(zhuǎn)型重點(diǎn)提出“全生命周期服務(wù)3+3”模式。第一個(gè)“3”指青少年、成年、老年等三大類服務(wù)人群,第二個(gè)“3”指基礎(chǔ)服務(wù)需求包、輔助服務(wù)需求包以及特殊服務(wù)包等三大類服務(wù)需求包。具體表現(xiàn)為:其一,向全人群以基礎(chǔ)服務(wù)需求包的形式提供計(jì)劃生育與生殖健康信息咨詢、生殖健康相關(guān)疾病預(yù)防及治療、孕周期生殖健康服務(wù)、生殖健康權(quán)利的維護(hù)等服務(wù),以咨詢與現(xiàn)場(chǎng)服務(wù)的方式開(kāi)展。其二,向青少年以輔助服務(wù)需求包的形式提供健康教育服務(wù),以計(jì)生工作人員政策宣傳、學(xué)校課程設(shè)置與父母言傳身教等方式開(kāi)展。其三,向育齡婦女以輔助服務(wù)需求包的形式提供健康教育、宣傳指導(dǎo)、隨訪服務(wù)等孕周期服務(wù),以服務(wù)項(xiàng)目銜接強(qiáng)化、孕周期轉(zhuǎn)介與信息查漏結(jié)合等方式開(kāi)展。其四,向老年人以輔助服務(wù)需求包的形式提供醫(yī)療保障,生活照料以及精神滿足等家庭服務(wù),以醫(yī)養(yǎng)結(jié)合、家庭醫(yī)生簽約、活動(dòng)參與等方式開(kāi)展。其五,向特殊人群以特殊服務(wù)包的形式提供職業(yè)規(guī)劃、心理輔導(dǎo)、家庭權(quán)益保障等服務(wù),以職業(yè)教育、心理輔導(dǎo)教育及民生建設(shè)與養(yǎng)老服務(wù)建設(shè)等方式開(kāi)展。最后,本研究為基層計(jì)生網(wǎng)絡(luò)服務(wù)成功轉(zhuǎn)型提供了保障條件。第一,促進(jìn)基層計(jì)生網(wǎng)絡(luò)服務(wù)職能轉(zhuǎn)型,以適應(yīng)計(jì)生新形勢(shì);第二,理順衛(wèi)生計(jì)生管理體制機(jī)制,促進(jìn)衛(wèi)生計(jì)生事業(yè)均衡發(fā)展;第三,提高計(jì)劃生育基本技術(shù)服務(wù)補(bǔ)助經(jīng)費(fèi)標(biāo)準(zhǔn),增強(qiáng)工作人員積極性與群眾滿意度;第四,進(jìn)一步完善計(jì)劃生育利益導(dǎo)向政策,保障特殊群體權(quán)益;第五,發(fā)揮基層計(jì)生網(wǎng)絡(luò)在社會(huì)公益性事件中的作用,強(qiáng)化社會(huì)治理創(chuàng)新理念;第六,探索“互聯(lián)網(wǎng)+婦幼健康”服務(wù)模式,促進(jìn)信息共享。本研究的創(chuàng)新點(diǎn)在于首次結(jié)合人口政策調(diào)整、衛(wèi)生計(jì)生機(jī)構(gòu)整合、社會(huì)治理創(chuàng)新、“互聯(lián)網(wǎng)+”等四大背景,為我國(guó)基層計(jì)生網(wǎng)絡(luò)服務(wù)模式轉(zhuǎn)型提供了合理路徑,并豐富了計(jì)生網(wǎng)絡(luò)的服務(wù)內(nèi)涵。但由于政策的調(diào)整,實(shí)證研究范圍有限,本研究在此方面尚有不足,亟待進(jìn)一步的完善。
[Abstract]:Since 1982, family planning was included in the constitution as a basic national policy in 35 years, the development of project network in China's family planning work has played an important role. The grassroots network has to provide family planning information and statistical data, policy advocacy, policy implementation, transfer the four basic functions of public opinion the specific, the working mechanism and the Department plays an important role in the development of family planning services. But along with our country population aging trend intensifies, from 2013 two separate child policy "to constantly adjust the 2016" comprehensive two child policy, 2013 integrated health planning agency, the national comprehensive management of multi subject, "the development of Internet plus" four big background to the grassroots network brings severe challenges. The four reform based on the background of the new era of China's grassroots network services are in urgent need of transformation. This paper uses the literature research Study, questionnaire survey, data report, method of focus group interviews, the basic functions and advantages of China's grassroots network, the grassroots network construction present situation and so on. The main research contents and conclusions are as follows: the planning staff through the three categories of the five counties of Chongqing City, 150 a family planning administrative personnel, 190 health technicians, 90 Planning Engineer survey found that: first, the integration of health organizations in the population policy adjustment and the health of family background, family planning work construction did not weaken but can be strong, most of the people on the integration of institutions supportive, but after the integration mechanism health management system need to be straightened out. Second, grassroots planning staff generally reflect the difficulty of the work of enhanced.82.12% grassroots administrative staff and 44.71% Planning Engineer believes that the implementation of a separate two child policy to let people think The policy was relaxed, grassroots work more difficult. Third, basic functions of.69.15% family in urgent need of restructuring agencies plan planning technical personnel and 72.94% Planning Engineer believes that grassroots family planning administrative institutions should actively carry out the functions transformation. Fourth, interest oriented family planning policy to be further improved, the basic technical services of family planning funding subsidies based on the above empirical study. This paper, from the concept of service transformation, the connotation of service transformation, service transition, service transformation, service organization structure transformation and put forward reasonable design path network service model transformation, which combined with the service content and service mode transformation and put forward the key transformation of "full life cycle service 3+3 mode. The first" 3 "refers to teenagers, adults, the elderly and other three categories of service groups, second" 3 "refers to the basic service package, auxiliary service Service requirements and special package service pack three categories of service request packets. Specific performance: first, provide information on reproductive health counseling plan to the whole population based on service demand in the form of packets, the prevention and treatment of diseases related to reproductive health, pregnancy reproductive health services, reproductive health and rights maintenance services, to consultation and on-site service manner. Second, to young people to assist the service request packets in the form of health education services, the planning staff to carry out propaganda policy, school curriculum and parents' words and deeds and other means. Three, to women of childbearing age to auxiliary service demand packages to provide health education, publicity and guidance, follow-up service such as pregnancy services, services to strengthen the cohesion, pregnancy and referral information combined with other ways to carry out the leak. Fourth, providing medical care to the elderly in the auxiliary service demand package Security, life care and spiritual satisfaction and other family services, to the combination of medical care, family physician, and carry out activities to participate in other ways. Fifth, to special groups with special service package in the form of occupation planning, psychological counseling, family rights protection and other services, to carry out occupation education, psychological counseling education and the construction of people's livelihood and pension service construction. Finally, the graduate student network service provides guarantee for the successful transformation of the grassroots. First, promoting grassroots transformation of network service function, in order to adapt to the new situation of family planning; second, straighten out the health planning management system, promote the balanced development of health services; third, improve the basic technical service family planning subsidy standards, enhance the enthusiasm and satisfaction of the masses of staff; fourth, to further improve the interest oriented family planning policy, protection of special groups' rights; fifth, play at the grassroots level Family planning network in the event of social welfare in the role, strengthen the innovation of social governance concept; sixth, explore the "Internet plus maternal and child health service mode, promote information sharing. The innovation of this research is to combine the population policy adjustment, integrated health planning agency, the innovation of social governance," Internet plus "four big background that provides a reasonable path for China's grassroots network service model transformation, and enrich the connotation of family planning service network. But due to the adjustment of the policy, empirical research is limited, the research on this aspect is still inadequate and needs to be further improved.
