【摘要】：江西省2005年進(jìn)入了老齡化社會(huì)。人口老齡化勢(shì)必帶來一系列問題,比如老年人照護(hù)問題。由于老年人身體處于衰老過程,身體機(jī)能減弱,健康狀況下降,往往容易導(dǎo)致失能,生活不能自理。2004年全國人口變動(dòng)抽樣調(diào)查數(shù)據(jù)顯示,2004年江西省老年人生活不能自理的比例為7.3%,生活不能自理的老年人數(shù)大約有33.4萬。老年人日常生活不能自理,不但家庭需要支付大量的醫(yī)療費(fèi),安排人員進(jìn)行照護(hù),而且還會(huì)帶來極大的精神壓力。對(duì)于社會(huì)來說,失能老年人數(shù)的增加,是對(duì)醫(yī)療衛(wèi)生、養(yǎng)老設(shè)施以及照護(hù)人員等資源的考驗(yàn),如果處理不好,還可能引起社會(huì)不安,帶來一系列社會(huì)風(fēng)險(xiǎn)。近幾年來,江西省老年人口規(guī)模逐漸增大,年齡結(jié)構(gòu)漸趨高齡化,失能老年人數(shù)也逐漸增加,妥善解決江西省老年人口長(zhǎng)期照護(hù)問題有著極強(qiáng)的現(xiàn)實(shí)意義。 本文通過調(diào)查研究和文獻(xiàn)歸納,對(duì)江西省老年人口長(zhǎng)期照護(hù)需求和供給進(jìn)行分析,發(fā)現(xiàn)其中存在的問題,繼而根據(jù)吉登斯的積極社會(huì)福利思想,借鑒日本和美國老年人口長(zhǎng)期照護(hù)經(jīng)驗(yàn),提出了發(fā)展江西省老年人口長(zhǎng)期照護(hù)的三個(gè)思路:一是預(yù)防;二是重視家庭和社區(qū);三是政府介入。在對(duì)這三個(gè)思路的可能性和必要性進(jìn)行理論驗(yàn)證后,本文針對(duì)江西省老年人口長(zhǎng)期照護(hù)存在的問題提出了六個(gè)具體對(duì)策:出臺(tái)老年人長(zhǎng)期照護(hù)政策、整合老年人長(zhǎng)期照護(hù)資源、豐富老年人長(zhǎng)期照護(hù)服務(wù)、加快社區(qū)照顧平臺(tái)建設(shè)、加強(qiáng)長(zhǎng)期照護(hù)人員培訓(xùn)和發(fā)展老年人長(zhǎng)期照護(hù)產(chǎn)業(yè)。
[Abstract]:Jiangxi Province entered an aging society in 2005. The aging population is bound to bring about a series of problems, such as the care of the elderly. Because the elderly are in the process of aging, their functions are weakened and their health is declining, it is often easy to lead to disability. The data from the 2004 National sample Survey on population changes showed that the proportion of elderly people living in Jiangxi Province who could not take care of themselves on 2004 was 7.3, and the number of elderly people who could not take care of themselves was about 334,000. The elderly could not take care of themselves in their daily lives. Not only does the family have to pay a large amount of medical expenses and arrange personnel to take care of them, but it also brings great psychological pressure. For society, the increase in the number of disabled elderly people is a great threat to medical and health care. The test of resources such as old-age facilities and carers, if not handled properly, may also cause social unrest and bring about a series of social risks. In recent years, the size of the elderly population in Jiangxi Province has gradually increased and the age structure has gradually aged. The number of disabled elderly also increases gradually, so it is of great practical significance to properly solve the problem of long-term care of the elderly population in Jiangxi Province. Through investigation and literature analysis, this paper analyzes the demand and supply of long-term care for the elderly population in Jiangxi Province, finds out the existing problems, and then according to Giddens' positive social welfare thought, Based on the long-term care experience of the elderly population in Japan and the United States, three ideas for the development of long-term care for the elderly population in Jiangxi Province are put forward: one is prevention, the other is paying attention to family and community. The third is the government intervention. After theoretical verification of the possibility and necessity of these three ideas, this paper puts forward six specific countermeasures against the problems existing in the long-term care of the elderly population in Jiangxi Province: the introduction of long-term care policy for the elderly, Integrating the long-term care resources for the elderly, enriching the long-term care services for the elderly, speeding up the construction of community care platform, strengthening the training of long-term care staff and developing the long-term care industry for the elderly.
