【摘要】：基層計(jì)生協(xié)會(huì)組織(以下簡(jiǎn)稱“計(jì)生協(xié)會(huì)”)是一個(gè)服務(wù)組織或者是大眾福利組織。它是在政府的引領(lǐng)下,由社會(huì)各界和群眾中的積極分子自愿組織起來,動(dòng)員群眾自我組織、自我管理、自我服務(wù),以倡導(dǎo)人民群眾計(jì)劃生育和生殖健康為目標(biāo)的社會(huì)組織,它不僅能夠在政府、社會(huì)、企業(yè)之間起著橋梁和紐帶作用,而且在落實(shí)計(jì)劃生育這一我國(guó)基本國(guó)策中發(fā)揮了不可替代的作用。在當(dāng)前社會(huì)轉(zhuǎn)型期,計(jì)生協(xié)會(huì)的作用越來越重要,但同時(shí),我們也看到,盡管計(jì)生協(xié)會(huì)在組織上有了很大的擴(kuò)展,但在相當(dāng)一部分的計(jì)生協(xié)會(huì)中還不同程度地存在著所謂“墻上協(xié)會(huì)”、“名冊(cè)協(xié)會(huì)”和“掛名協(xié)會(huì)”的狀況,計(jì)生協(xié)會(huì)的作用還沒有充分地發(fā)揮出來,還存在許多發(fā)展障礙,必須通過改革進(jìn)一步推動(dòng)其發(fā)展。 本文在對(duì)背景、國(guó)內(nèi)外的研究現(xiàn)狀進(jìn)行梳理的基礎(chǔ)上,界定了社會(huì)轉(zhuǎn)型期、非政府組織、計(jì)劃生育、計(jì)劃生育協(xié)會(huì)的內(nèi)涵,闡明了相關(guān)的理論基礎(chǔ):公民社會(huì)理論闡明了公民社會(huì)的發(fā)展方向?yàn)椤按笊鐣?huì),小政府”;政府-NGO關(guān)系理論闡明了計(jì)生協(xié)會(huì)發(fā)展與政府合作的模式;社會(huì)資本理論闡明了計(jì)生協(xié)會(huì)自身發(fā)展的目標(biāo)。第三章“基層計(jì)生協(xié)會(huì)發(fā)展的概況和障礙”,介紹了我國(guó)計(jì)生協(xié)會(huì)的產(chǎn)生和發(fā)展歷程、主要特色以及近年來開展的特色實(shí)踐活動(dòng)等,并分析了社會(huì)轉(zhuǎn)型期影響基層計(jì)生協(xié)會(huì)發(fā)展的主要障礙。第四章“計(jì)生協(xié)會(huì)發(fā)展策略”,針對(duì)影響基層計(jì)生協(xié)會(huì)發(fā)展的主要障礙,運(yùn)用公共管理的相關(guān)理論,提出一些對(duì)策,以推動(dòng)基層計(jì)生協(xié)會(huì)更有效地開展工作。第五章“實(shí)證分析與結(jié)論”,對(duì)全國(guó)試點(diǎn)單位—上海市某區(qū)基層計(jì)生協(xié)會(huì)改革情況進(jìn)行實(shí)證分析,并運(yùn)用座談、訪談、抽樣調(diào)查等多種方法對(duì)其改革效果進(jìn)行評(píng)估,由此得出基層計(jì)生協(xié)會(huì)改革模式:政府應(yīng)該與非政府組織成為“伙伴關(guān)系”,共同合作提供社會(huì)服務(wù)。 文章將理論與實(shí)踐相結(jié)合,試圖通過對(duì)社會(huì)轉(zhuǎn)型期基層計(jì)生協(xié)會(huì)的發(fā)展模式進(jìn)行研究和探討,推動(dòng)計(jì)生協(xié)會(huì)有效、健康發(fā)展。
[Abstract]:The grassroots Family Planning Association (hereinafter referred to as the "Family Planning Association") is a service organization or a mass welfare organization. It is organized voluntarily by the public and activists from all walks of life and among the masses under the guidance of the government to mobilize the masses to organize themselves. Self-management, self-service, a social organization aimed at advocating people's family planning and reproductive health, not only acts as a bridge and link between government, society and enterprises, Moreover, it has played an irreplaceable role in the implementation of the basic national policy of family planning. In the current period of social transformation, the role of the Family Planning Association has become more and more important, but at the same time, we have also seen that. Despite the significant organizational expansion of the Family Planning Association, there are also, to varying degrees, so-called "wall associations", "roster associations" and "registered associations" in a considerable number of family planning associations. The role of the Family Planning Association has not been fully brought into play, and there are still many obstacles to its development, which must be further promoted through reform. On the basis of combing the background and the current research situation at home and abroad, this paper defines the connotation of social transformation, non-governmental organizations, family planning and family planning associations. The theory of civil society clarifies that the development direction of civil society is "big society, small government", the relationship theory of government and NGO clarifies the mode of cooperation between family planning association and government. The social capital theory clarifies the goal of the family planning association's own development. Chapter three, "the general situation and the obstacle of the basic level family planning association", introduces the birth and development course of the family planning association of our country. It also analyzes the main obstacles that affect the development of grass-roots family planning association in the social transition period. Chapter 4th, "Development Strategy of Family Planning Association", aims at the main obstacles that affect the development of grass-roots family planning association. Using the relevant theory of public management, put forward some countermeasures, In order to promote the grass-roots family planning association to carry out its work more effectively. Chapter 5th, "empirical Analysis and conclusion", this paper makes an empirical analysis of the reform situation of the national pilot unit, a district of Shanghai, and makes use of discussions and interviews. Sampling survey and other methods evaluate the effect of the reform, and draw the reform model of the grass-roots family planning association: the government should form a "partnership" with non-governmental organizations to provide social services. By combining theory with practice, this paper attempts to promote the effective and healthy development of family planning association through the research and discussion of the development model of the grass-roots family planning association in the social transition period.
