【摘要】：公共產(chǎn)品配置對(duì)人口遷移的作用是關(guān)系民生與區(qū)域經(jīng)濟(jì)的重要問(wèn)題。一方面選擇不同的遷移地點(diǎn)對(duì)人們的收入和生活，乃至子女的未來(lái)都有著重要的影響，另一方面人口的集聚尤其是創(chuàng)新人才的集聚也有利于區(qū)域的發(fā)展。所以從政府合理配置公共資源角度研究人口遷移問(wèn)題，不但有利于合理導(dǎo)向人口的流動(dòng)，使其成為促進(jìn)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的重要因素，同時(shí)也體現(xiàn)了公共服務(wù)型政府以民生為本的管理思想。目前，我國(guó)較大的區(qū)域差距既表現(xiàn)在宏觀的經(jīng)濟(jì)增長(zhǎng)指標(biāo)上，也表現(xiàn)在居民收入、就業(yè)機(jī)會(huì)、基礎(chǔ)服務(wù)、開(kāi)放度等方面。在不同的時(shí)期，這些因素對(duì)人口遷移的影響也在不斷變化，以往的研究更多考量的是區(qū)域之間的經(jīng)濟(jì)發(fā)展水平、工資收入和就業(yè)機(jī)會(huì)對(duì)人口遷移的影響，而隨著經(jīng)濟(jì)與社會(huì)的發(fā)展，區(qū)域在基礎(chǔ)服務(wù)、開(kāi)放度等方面對(duì)人的吸引也在逐漸增強(qiáng)。 所以本文的研究目的有二：一是探索公共產(chǎn)品、人口遷移與區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的作用機(jī)制，為合理配置公共產(chǎn)品提供理論依據(jù)；二是構(gòu)建公共產(chǎn)品配置對(duì)人口遷移作用的理論模型并加以驗(yàn)證，考察公共產(chǎn)品配置對(duì)人口遷移的作用程度及方式�；谝陨夏康�，，本文采用理論分析與定性分析相結(jié)合，統(tǒng)計(jì)性描述、定量分析與微觀調(diào)查相結(jié)合，規(guī)范分析與政策分析相結(jié)合的方式，系統(tǒng)分析我國(guó)公共產(chǎn)品配置對(duì)人口遷移的作用，其主要研究?jī)?nèi)容如下： 一是公共產(chǎn)品配置對(duì)人口遷移作用的理論闡釋，該內(nèi)容主要是對(duì)國(guó)內(nèi)外人口遷移、公共產(chǎn)品的理論和文獻(xiàn)研究進(jìn)行梳理，并對(duì)本研究涉及的人口遷移和公共產(chǎn)品的概念與內(nèi)涵進(jìn)行科學(xué)界定，為整篇論文奠定理論基礎(chǔ)和研究范式。 二是公共產(chǎn)品、人口遷移與區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展關(guān)系的理論構(gòu)建。通過(guò)理論研究綜述，分析公共產(chǎn)品配置、人口遷移對(duì)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展積極作用，提出通過(guò)優(yōu)化配置公共產(chǎn)品引導(dǎo)人口合理遷移促進(jìn)區(qū)域協(xié)調(diào)發(fā)展的理論模型，進(jìn)一步明確本研究的理論與現(xiàn)實(shí)意義。 三是研究我國(guó)人口遷移與公共產(chǎn)品配置在省際尺度上的特征與耦合關(guān)系，針對(duì)我國(guó)人口遷移與公共產(chǎn)品配置的演變過(guò)程進(jìn)行統(tǒng)計(jì)性描述，并在此基礎(chǔ)上對(duì)各省進(jìn)行聚類比較，分析人口遷移與公共產(chǎn)品配置的時(shí)空耦合程度，突出公共產(chǎn)品配置對(duì)人口遷移的作用。 四是區(qū)域公共產(chǎn)品配置對(duì)人口遷移作用的實(shí)證研究與機(jī)理分析，該內(nèi)容在分析影響人口遷移各因素的基礎(chǔ)上，確定人口遷移的影響因子，并借鑒引力模型，建立回歸方程。并以我國(guó)省際人口遷移數(shù)據(jù)及各省公共支出數(shù)據(jù)為依托，運(yùn)用固定效應(yīng)模型對(duì)回歸方程進(jìn)行驗(yàn)證分析，闡釋在人口遷移的諸多影響因素中，區(qū)域公共產(chǎn)品配置狀況的作用程度。此外，本論文還采用了微觀調(diào)查的方式對(duì)制度型公共產(chǎn)品進(jìn)行考察，其結(jié)果可在一定程度上佐證制度型公共產(chǎn)品對(duì)人口遷移的作用。最后，根據(jù)理論分析與定量分析的結(jié)果，本文做出了我國(guó)目前公共產(chǎn)品對(duì)人口遷移影響程度判斷，并預(yù)測(cè)其未來(lái)的作用趨勢(shì)，為政府制定相關(guān)的政策提供參考和建議。
[Abstract]:The role of public product configuration on population migration is an important problem of the relationship between people ' s livelihood and regional economy . On the one hand , it is important to choose different migration places to influence people ' s income and life , and even the future of children . The purpose of this paper is to explore the role of public goods , population migration and regional economic co - ordination development , to provide theoretical basis for rational allocation of public goods , and to prove the extent and means of public product configuration to population migration . Based on the above objects , this paper uses the combination of theoretical analysis and qualitative analysis , combines the statistical description , quantitative analysis and microscopic investigation , and systematically analyzes the effect of public product configuration on population migration . The main research contents are as follows : One is the theoretical explanation of the role of public product configuration on population migration , which is mainly to comb the theory and literature of population migration and public goods at home and abroad , and scientifically define the concept and connotation of population migration and public goods involved in this study , and lay a theoretical foundation and research paradigm for the whole thesis . The second is the theory construction of the relationship between public goods , population migration and regional economic coordinated development . Through theoretical research , the author analyzes the positive effects of public product configuration and population migration on regional economic coordinated development , and puts forward the theoretical model of promoting rational migration of population to promote regional coordinated development by optimizing the allocation of public goods , and further clarifies the theory and practical significance of this study . The third is to study the characteristics and coupling relationship between population migration and public product configuration on the provincial scale , to describe the evolution process of population migration and public product configuration in China , and to analyze the spatial - temporal coupling degree of population migration and public product configuration , and to highlight the role of public product configuration on population migration . Based on the analysis of population migration data and public expenditure data , this paper uses fixed - effect model to analyze the regression equation . Finally , according to the theoretical analysis and quantitative analysis results , this paper makes a decision on the impact degree of public goods on population migration and predicts its future role trend , and provides reference and advice for the government to formulate relevant policies .
