【摘要】：2011年4月28日,國家統(tǒng)計局公布了2010年“六普”的1號公報,顯示我國流動人口數(shù)量已經(jīng)達(dá)到26138.6萬人,比2000年“五普”的數(shù)據(jù)增長了81.03%,這意味著我國已經(jīng)開始進(jìn)入“移民時期”。因此,城市流動人口的管理與服務(wù)工作的重要性日益明顯。同時,中共十八大報告中胡錦濤同志對和諧社會構(gòu)建重要性的詳細(xì)闡述使我們清楚而客觀地認(rèn)識了“和諧社會構(gòu)建”這一概念在當(dāng)今社會形式下的時代意義。作為“和諧社會構(gòu)建”的根基“和諧社區(qū)構(gòu)建”必然要在新的歷史條件下賦予新的內(nèi)涵�？傊�,如何利用好城市流動人口的積極作用,處理好城市流動人口的管理服務(wù),促進(jìn)和諧社區(qū)構(gòu)建工作的進(jìn)一步開展成為本文的重心。 本文結(jié)合當(dāng)前時代背景,運(yùn)用哲學(xué)、社會學(xué)、人口學(xué)、政治學(xué)、經(jīng)濟(jì)學(xué)等學(xué)科的基本理論知識通過對城市流動人口與和諧社區(qū)構(gòu)建兩個概念的理論研究,發(fā)現(xiàn)其內(nèi)在聯(lián)系,再通過城市流動人口對和諧社區(qū)構(gòu)建的正、負(fù)面效應(yīng)的表現(xiàn)及負(fù)面效應(yīng)產(chǎn)生原因的研究分析,最后針對負(fù)面效應(yīng)產(chǎn)生原因得出協(xié)調(diào)城市流動人口與和諧社區(qū)構(gòu)建關(guān)系的若干對策,全文詳細(xì)分為五個部分：第一部分為引言,主要闡述了本文的研究目的,分析了國內(nèi)外對于城市流動人口與和諧社區(qū)構(gòu)建兩者之間聯(lián)系的研究現(xiàn)狀,并提出了本文的大致研究思路。從第二部分開始為正文內(nèi)容,主要就城市流動人口、和諧社區(qū)及和諧社區(qū)構(gòu)建幾個概念的界定和理論基礎(chǔ)上作了分析。特別結(jié)合時代背景提出了自己對和諧社區(qū)的新認(rèn)識,并以此為依據(jù)總結(jié)了六條和諧社區(qū)構(gòu)建途徑。第三部分主要以大量的文字、數(shù)據(jù)資料為基礎(chǔ),詳細(xì)分析了我國城市流動人口的現(xiàn)狀及其在總體數(shù)量、人口流向、居住分布等方面的特征。第四部分主要是分析了城市流動人口對和諧社區(qū)構(gòu)建產(chǎn)生的正、負(fù)面效應(yīng),并特別對負(fù)面效應(yīng)產(chǎn)生的原因從外到內(nèi)分別作了詳細(xì)地分析。第五部分主要是針對第四部分中城市流動人口對和諧社區(qū)構(gòu)建所產(chǎn)生的負(fù)面效應(yīng)的原因入手,從完善法律法規(guī),改進(jìn)管理體制；發(fā)揮社區(qū)功能,促進(jìn)社會融入;轉(zhuǎn)變自身觀念,樹立全新心態(tài)三個方面提出建議,使城市流動人口與和諧社區(qū)構(gòu)建處在一個平衡點(diǎn)上,從而鞏固我國社會主義和諧社會的根基。 和諧社區(qū)構(gòu)建本身就是一個系統(tǒng)的工程,涉及到政治、經(jīng)濟(jì)、文化等方方面面。城市流動人口也因為時代的不同,經(jīng)濟(jì)的發(fā)展而早現(xiàn)出不同的特點(diǎn)及作用,本文結(jié)合城市流動人口與和諧社區(qū)構(gòu)建這兩個熱點(diǎn)問題進(jìn)行研究,具有極強(qiáng)的現(xiàn)實性,對策的提出對提升城市流動人口的管理與服務(wù),促進(jìn)和諧社區(qū)構(gòu)建工作開展,將起到積極的作用。
[Abstract]:On April 28th 2011, the National Bureau of Statistics published the No. 1 communiqu 茅 of the "six Popularization" on 2010, which shows that the number of floating population in China has reached two hundred and sixty-one million three hundred and eighty-six thousand. This represents an increase of 81. 03% over the 2000 data of the "top five", which means that our country has begun to enter the "period of immigration." therefore, the importance of the management and service work of the urban floating population is becoming increasingly obvious. At the same time, Comrade Hu Jintao's detailed exposition on the importance of building a harmonious society in the report of the 18 National Congress of the Communist Party of China makes us understand clearly and objectively the significance of the concept of "building a harmonious society" in the present social form. The foundation of harmonious society construction "harmonious community construction" must be endowed with new connotation under the new historical conditions. How to make good use of the positive role of urban floating population, deal with the management services of urban floating population, and promote the further development of harmonious community construction has become the focus of this paper. Based on the background of the present era, this paper finds out the internal relationship between the urban floating population and the construction of harmonious community by applying the basic theoretical knowledge of philosophy, sociology, demography, politics, economics and so on, through the theoretical research on the two concepts of urban floating population and the construction of harmonious community. Through the study of the positive and negative effects of urban floating population on the construction of harmonious communities and the causes of the negative effects, Finally, some countermeasures to coordinate the relationship between urban floating population and harmonious community are obtained according to the causes of negative effects. The full text is divided into five parts: the first part is the introduction, which mainly describes the purpose of this paper. This paper analyzes the current research situation of the relationship between the urban floating population and the construction of harmonious communities at home and abroad, and puts forward the general research ideas of this paper. On the basis of the definition and theory of several concepts of harmonious community and harmonious community construction, the author puts forward his own new understanding of harmonious community in the light of the background of the times. Based on this, six ways of constructing harmonious communities are summarized. The third part, based on a large number of words and data, analyzes in detail the current situation of urban floating population in China and its total quantity and population flow. Part 4th mainly analyzes the positive and negative effects of urban floating population on the construction of harmonious communities. In particular, the causes of the negative effects are analyzed in detail from outside to inside. Part 5th is mainly aimed at the reasons of the negative effects of urban floating population on the construction of harmonious communities in part 4th, starting with the perfection of laws and regulations. Improving the management system, giving full play to the function of the community, promoting the social integration, changing one's own idea, setting up a new mentality, putting forward the suggestion in order to make the urban floating population and the construction of the harmonious community in a balanced point. So as to consolidate the foundation of our socialist harmonious society. The construction of harmonious community itself is a systematic project, involving political, economic, cultural and other aspects. The urban floating population also has different characteristics and functions because of the different times and economic development. This article combines the urban floating population and the harmonious community construction these two hot issues to carry on the research, has the extremely strong reality, the countermeasure proposed to promote the city floating population management and the service, promotes the harmonious community construction work to carry out, Will play a positive role.
