【摘要】：人口由欠發(fā)達(dá)地區(qū)向發(fā)達(dá)地區(qū)遷移是我國(guó)城市化進(jìn)程中的普遍現(xiàn)象。這種單向人口流動(dòng)為發(fā)達(dá)地區(qū)的經(jīng)濟(jì)社會(huì)發(fā)展作出了重要貢獻(xiàn),同時(shí)也產(chǎn)生了一些比如政府公共產(chǎn)品的分享、環(huán)境污染等新的問(wèn)題。針對(duì)人口遷入是否制約發(fā)達(dá)地區(qū)居民生活質(zhì)量的提高,眾說(shuō)紛紜。眾多實(shí)證研究表明,相對(duì)于社會(huì)生活質(zhì)量和生活環(huán)境質(zhì)量,人口遷入對(duì)經(jīng)濟(jì)生活質(zhì)量的積極作用非常明顯,這使得發(fā)達(dá)地區(qū)居民總體生活質(zhì)量保持一個(gè)較為平穩(wěn)的提高速度。但是從短期來(lái)看,以低素質(zhì)人群為主體的人口遷入確實(shí)對(duì)本地居民社會(huì)生活質(zhì)量的提高產(chǎn)生了一定的抑制作用。該文分析了成因,提出了實(shí)現(xiàn)入遷人口人力資本最大化,在提高本地經(jīng)濟(jì)發(fā)展的同時(shí)又能帶動(dòng)本地居民社會(huì)生活質(zhì)量提高的對(duì)策建議。
[Abstract]:The migration of population from underdeveloped areas to developed regions is a common phenomenon in the process of urbanization in China. This one-way population flow has made an important contribution to the economic and social development of developed regions. At the same time, there are also some new problems, such as the sharing of government public goods and environmental pollution. There are different opinions on whether the migration of population restricts the improvement of the quality of life of residents in developed regions. Many empirical studies have shown that. Relative to the quality of social life and the quality of living environment, the positive effect of population migration on the quality of economic life is very obvious, which makes the overall quality of life of residents in developed regions maintain a relatively steady rate of improvement. But in the short run, The migration of the population with the low quality of population as the main body has a certain restraining effect on the improvement of the quality of social life of the local residents. This paper analyzes the causes and puts forward the realization of maximizing the human capital of the immigrant population. The countermeasures and suggestions to improve the quality of social life of local residents while improving local economic development.
