【摘要】：城鎮(zhèn)化是一個國家現(xiàn)代化、工業(yè)化的重要標(biāo)志，是拉動內(nèi)需促進(jìn)經(jīng)濟(jì)穩(wěn)定增長的動力源泉和引擎�！笆晃濉睍r期我國城鎮(zhèn)化率接近五成左右，仍有很大的空間可以提升，國家對城鎮(zhèn)化的發(fā)展水平也愈加重視，未來將會有接近五億的農(nóng)村人口未來將融入城市。在我國傳統(tǒng)城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)的大背景下，如何進(jìn)行科學(xué)合理的調(diào)控城鎮(zhèn)化進(jìn)程、如何根據(jù)城鎮(zhèn)承載能力的不同而引導(dǎo)農(nóng)村居民有序進(jìn)入城鎮(zhèn)將是政府責(zé)任所在。 吉林省是中國農(nóng)業(yè)大省，玉米大豆平均畝產(chǎn)量在全國范圍內(nèi)居首，其中德惠市在吉林省農(nóng)業(yè)發(fā)展的貢獻(xiàn)率也不可或缺�！笆晃濉币詠恚S著農(nóng)業(yè)機(jī)械化大生產(chǎn)的發(fā)展，越來越多的農(nóng)村剩余勞動力從先進(jìn)的農(nóng)業(yè)機(jī)械化中解放出來，于是就衍生了農(nóng)村人口城鎮(zhèn)化的轉(zhuǎn)移。但是由于傳統(tǒng)城鄉(xiāng)二元結(jié)構(gòu)的束縛下，轉(zhuǎn)移人口例如戶籍、社會保障、教育等一系列的問題，農(nóng)村人想要真正的融入城鎮(zhèn)可謂任重而道遠(yuǎn)。 本文以吉林省德惠市為主要研究對象，調(diào)查研究德惠市大房身鎮(zhèn)及米沙子鎮(zhèn)“十一五”以來人口城鎮(zhèn)化進(jìn)程對其特點(diǎn)進(jìn)行剖析、總結(jié)。文章以國家對農(nóng)村人口城鎮(zhèn)化政策為主要理論依據(jù)，通過對不同時期國家城鎮(zhèn)化政策不同的對比進(jìn)行研究。一直以來，由于德惠市第一產(chǎn)業(yè)農(nóng)業(yè)的迅猛發(fā)展，其工業(yè)化步伐相比農(nóng)業(yè)略為落后，這種“重農(nóng)輕工”的現(xiàn)象在國家振興東北老工業(yè)基地的口號策略下已經(jīng)有所改善�！笆晃濉边^后，隨著德惠市農(nóng)村人口大批量的涌入城鎮(zhèn)，以及政府對招商引資政策的放寬，相信會有大批企業(yè)入駐，工業(yè)化前景將會迎來一個嶄新的開始，于是在工業(yè)化的帶動下，城鎮(zhèn)化的步伐也將日益加快。最終，吉林省德惠市的發(fā)展目標(biāo)是工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)化相輔相成、齊頭并進(jìn)、共同發(fā)展�！笆晃濉逼陂g，中國的城鎮(zhèn)化主要側(cè)重土地城鎮(zhèn)化的發(fā)展，以土地城鎮(zhèn)化來帶動人口城鎮(zhèn)化；“十二五”開始，中國特色的城鎮(zhèn)化道路主要依托的是新型城鎮(zhèn)化，新型城鎮(zhèn)化更加以人為本，注重的是農(nóng)村人口真正的城鎮(zhèn)化融合。目前，，德惠市城鎮(zhèn)化發(fā)展水平依然任重而道遠(yuǎn)。
[Abstract]:Urbanization is an important symbol of the modernization and industrialization of a country, and it is the motive source and engine of stimulating domestic demand to promote the steady growth of economy. In the period of the Eleventh Five-Year Plan, the urbanization rate of our country is close to 50%. There is still a lot of room to improve, the country is paying more attention to the level of urbanization, there will be close to 500 million of the rural population in the future will be integrated into the city. Under the background of the traditional urban-rural dual economic structure in China. It is the responsibility of the government how to adjust and control the urbanization process scientifically and reasonably and how to guide the rural residents to enter the cities and towns in an orderly manner according to the different carrying capacity of the cities and towns. Jilin Province is a big agricultural province in China, the average yield of maize and soybean is the highest in the whole country, and the contribution rate of Dehui City in the agricultural development of Jilin Province is also indispensable. With the development of agricultural mechanization, more and more rural surplus labor force is liberated from the advanced agricultural mechanization. But due to the constraints of the traditional urban-rural dual structure, the transfer of population such as household registration, social security, education and a series of problems. Rural people want to truly integrate into the town is a heavy task and a long way to go. Taking Dehui City of Jilin Province as the main research object, this paper investigates and studies the characteristics of population urbanization in Dafangzheng Town and Mishazi Town since the 11th Five-Year Plan in Dehui City, Jilin Province. Summary. The article takes the national policy of urbanization of rural population as the main theoretical basis, through the different periods of national urbanization policy contrast. Due to the rapid development of the primary industry agriculture in Dehui City, the pace of industrialization is slightly backward compared with that of agriculture. This phenomenon of "emphasizing agriculture and light industry" has been improved under the slogan strategy of revitalizing the old industrial base in Northeast China. After the 11th Five-Year Plan, with the mass influx of rural population in Dehui City. And the government to attract investment policy relaxation, believe that there will be a large number of enterprises, industrialization prospects will ushered in a new beginning, so under the impetus of industrialization, the pace of urbanization will also be accelerated day by day. Finally. The development goal of Dehui City of Jilin Province is industrialization, informatization, urbanization and agritization. During the "Eleventh Five-Year Plan" period, China's urbanization mainly focused on the development of land urbanization. Land urbanization to promote the urbanization of the population; At the beginning of the 12th Five-Year Plan, the road of urbanization with Chinese characteristics mainly depends on the new urbanization, which is more people-oriented and focuses on the real urbanization integration of the rural population. Dehui City urbanization development level is still heavy and long way.
