【摘要】：從1982年計(jì)劃生育政策被列為我國(guó)基本國(guó)策以來(lái),經(jīng)過這么多年的努力,我國(guó)人口數(shù)量得到有效控制,實(shí)現(xiàn)并穩(wěn)定了低生育水平。而其中計(jì)劃生育利益導(dǎo)向政策更是做出了不小的貢獻(xiàn),其通過利益調(diào)節(jié)誘導(dǎo)人們自覺實(shí)行計(jì)劃生育,是我國(guó)計(jì)劃生育工作的創(chuàng)新之舉。隨著我國(guó)人口和計(jì)劃生育工作的深入發(fā)展,其作用也將會(huì)越來(lái)越重要。但是隨著改革開放的深入和全面深化改革的逐步推進(jìn),計(jì)劃生育利益導(dǎo)向政策的實(shí)施環(huán)境也發(fā)生了一些變化,這就需要在實(shí)踐中不斷發(fā)展和完善政策。筆者在梳理國(guó)內(nèi)外相關(guān)文獻(xiàn)和理論的同時(shí),結(jié)合H縣的實(shí)際情況,對(duì)其計(jì)劃生育利益導(dǎo)向政策進(jìn)行了研究,分析現(xiàn)行計(jì)劃生育利益導(dǎo)向政策存在的問題及其原因,H縣的計(jì)劃生育利益導(dǎo)向政策存在的問題有政策誘導(dǎo)力不強(qiáng)；政策受到普惠政策的沖擊；政策的知曉度不高;政策的落實(shí)度不高；政策缺乏地方性法規(guī)的保障；政策的資金投入不足。在計(jì)劃生育利益導(dǎo)向政策實(shí)施的新環(huán)境下,針對(duì)上述問題,筆者建議H縣提高計(jì)劃生育利益導(dǎo)向政策的誘導(dǎo)力；統(tǒng)籌協(xié)調(diào)利益導(dǎo)向政策和普惠政策；完善政策宣傳教育工作；提高計(jì)劃生育利益導(dǎo)向政策的落實(shí)度；加強(qiáng)對(duì)計(jì)劃生育利益導(dǎo)向政策的法律保障：加大對(duì)計(jì)劃生育利益導(dǎo)向政策的資金投入。同時(shí)筆者總結(jié)了國(guó)內(nèi)外的主要做法及經(jīng)驗(yàn)借鑒。國(guó)外主要介紹了韓國(guó)、菲律賓、新加坡、印度、日本、印度尼西亞的主要做法及經(jīng)驗(yàn)借鑒。國(guó)內(nèi)主要總結(jié)了我國(guó)計(jì)劃生育利益導(dǎo)向政策實(shí)施的典型模式,即廣東模式,同時(shí)對(duì)其他典型縣級(jí)地區(qū)和做法也做了總結(jié)分析,以期對(duì)H縣計(jì)劃生育利益導(dǎo)向政策的完善提供有益的參考和建議。
[Abstract]:From 1982 the one-child policy is listed as a basic policy in our country since, after so many years of efforts, China's population has been effectively controlled, to achieve and stabilize the low fertility level. The interest oriented family planning policy is made no small contribution by adjustment of interests to induce people to consciously practice family planning, is innovation of China's family planning work. With the further development of China's population and family planning work, the role will be more and more important. But with the deepening of reform and opening up and deepening the reform step by step, plan implementation of environmental planning of interest oriented policies also changed, which requires the continuous development and perfect the policy in practice. Based on the relevant literature and theory, combined with the actual situation of H County, the interest oriented family planning policies were studied and divided The problems and reasons of current interest oriented family planning policy, there is interest oriented family planning policy in H county the problem of policy induced force policy is not strong; inclusive policy impact; policy awareness is not high; the implementation of the policy is not high; the lack of policy of local laws and regulations safeguard; lack of policy capital investment. In the new environment of interest oriented family planning policy implementation, aiming at the above problems, the author suggests to improve the county H induced force of interest oriented family planning policy; coordinating the interests of policy and inclusive policy; improving the policy propaganda and education; improve the interest oriented family planning policy implementation; strengthen legal protection for the plan interest oriented family policy: increase the interest oriented family planning policy funds. At the same time, the author summarizes the main method and experience from domestic and abroad. Introduces Korea, Philippines, Singapore, India, Japan, Indonesia, the main method and experience for reference. The domestic mainly summed up the typical model of China's family planning interests of policy implementation, namely the mode of Guangdong, while the other typical county area and is a summary analysis, provide a useful reference and suggestion to improve the H County interest oriented family planning policy.
