【摘要】：摘要：社區(qū)參與是社區(qū)發(fā)展的基礎(chǔ)和動力,它對于促進社區(qū)發(fā)展和人的全面發(fā)展具有重要作用。然而在人口流動的背景下,當前廣大農(nóng)村地區(qū)的村民社區(qū)參與呈現(xiàn)一種弱化的趨勢。這給鄉(xiāng)村的治理與發(fā)展帶來了很大困境。如何提升農(nóng)村社區(qū)參與,實現(xiàn)社區(qū)善治,促進社區(qū)發(fā)展,成為擺在當前農(nóng)村社區(qū)的重要議題之一。 本研究以理性選擇理論與社會資本理論為理論視角,采用問卷調(diào)查、結(jié)構(gòu)式訪談和觀察法對湖南省西北部的一個行政村——L村進行了實地調(diào)查,分析了當前農(nóng)村社區(qū)參與的現(xiàn)狀,探討了這些現(xiàn)狀背后的原因。 通過研究發(fā)現(xiàn)：1.當前村民社區(qū)參與現(xiàn)狀呈現(xiàn)以下特點：村民對其社區(qū)事務(wù)的關(guān)心程度和參與頻次均不高；在家務(wù)工的村民對村里事務(wù)或活動的關(guān)心程度高于在本縣范圍內(nèi)務(wù)工的村民和在外務(wù)工的村民。村民社區(qū)參與的內(nèi)容主要集中于社會參與和政治參與,文化參與和經(jīng)濟參與較少；在家務(wù)農(nóng)的村民政治參與、經(jīng)濟參與相對較高,而在外務(wù)工的村民社會參與、文化參與相對較高。在參與方式上,“出資”成為參與社區(qū)事務(wù)的主要方式,這在在外務(wù)工的村民身上表現(xiàn)得更為顯著。2.在村民特征變量中,在家務(wù)農(nóng)的村民比在本縣范圍內(nèi)務(wù)工的村民和在外務(wù)工的村民更為積極地參與社區(qū)事務(wù),已婚村民比未婚的村民更為積極地參與社區(qū)事務(wù)；年齡與村民社區(qū)參與成正相關(guān)關(guān)系；文化程度和全家年收入與村民社區(qū)參與成負相關(guān)關(guān)系。3.在內(nèi)在因素方面,村民在社區(qū)中的利益關(guān)聯(lián)和社會資本與其社區(qū)參與成正相關(guān)關(guān)系。4.在外在因素方面,社區(qū)動員與村民社區(qū)參與成正相關(guān)關(guān)系。此外,制度供給也是影響村民社區(qū)參與的重要因素之一。 提升村民社區(qū)參與水平可以從加強村民在社區(qū)中的社會資本和建立健全社區(qū)參與的制度兩個方面來努力。在加強村民在社區(qū)中的社會資本方面,可以從加強村民在社區(qū)中社會網(wǎng)絡(luò)和增強村民的社區(qū)認同兩個方面入手；在社區(qū)參與的制度建設(shè)方面,可以從完善社區(qū)動員機制、構(gòu)建利益協(xié)調(diào)制度和健全監(jiān)督制度等方面努力。圖3幅,表
[Abstract]:Abstract: community participation is the foundation and the power of community development, it plays an important role in promoting the all-round development of community development and people. However, in the context of population movements, the villagers in rural areas of the community participation shows a weakening trend. It brings great difficulties to the development of rural governance and how to improve the rural areas. Community participation, community governance, promote community development, has become one of the important topics in the current rural community.
In this study, rational choice theory and social capital theory, adopting the method of questionnaire, structured interview and observation method to an administrative village in Hunan province in the northwest of the village of L are investigated and analyzed the current situation of rural community participation, discusses the reasons behind the present situation.
Through the study found that: 1. the current status of village community participation has the following characteristics: the degree of care of the villagers and community affairs participation frequency is not high; the level of interest in home migrant villagers on business or activities in the village is higher than that of workers in the county within the scope of the villagers and migrant workers in the village. Villagers' participation in the content mainly focus on the social and political participation, cultural participation and participation in the economy is less; the political participation of farmers farming, economic participation is relatively high, and participation in social work outside the village, cultural participation is relatively high. In the way of participation, "investment" has become the main way to participate in community affairs, which in the migrant workers the villagers who was more significant in.2. village variables, the villagers at home farm workers than in the county within the scope of the villagers and migrant workers in the village to more actively participate in social District affairs, villagers married than unmarried villagers to more actively participate in community affairs; and the age of villagers' participation in a positive correlation between the educational level and family income; and the village community participation is negatively related to.3., the factors, villagers in the community of interests of the association and the social capital and community participation is positively related.4. in terms of external factors, community mobilization and village community participation is positively related. In addition, one of the important factors of villagers' participation in the supply system is also affected.
Improve the level of community participation in the community can strengthen the villagers from the social capital and the establishment of a sound system of community participation in two aspects. In terms of social capital to strengthen the villagers in the community, from strengthening the villagers in social network community and strengthen villagers' community identity in two aspects; in the aspect of system construction community participation, community mobilization by improving the mechanism, construction of interest coordination system and improve the system of supervision efforts. 3 charts and tables
