【摘要】：隨著我國(guó)東部和南部沿海城市社會(huì)經(jīng)濟(jì)水平的不斷發(fā)展和提高,東莞市的流動(dòng)人口人數(shù)的逐年增多成為近年來的必然趨勢(shì)。一般來講,東莞市的流動(dòng)人口本身不構(gòu)成難以處理的問題,造成問題的根源是東莞市的流動(dòng)人口的管理模式和東莞市城市和地區(qū)政府所提供服務(wù)的思路、相關(guān)的政策及管理方式等因素。從一定程度上講,人口的管理是國(guó)家社會(huì)管理的重要管理環(huán)節(jié),也是國(guó)家社會(huì)現(xiàn)代工業(yè)化和國(guó)家城市文化建設(shè)發(fā)展中需要重點(diǎn)關(guān)注的一項(xiàng)課題。東莞市作為一個(gè)擁有龐大的外來流動(dòng)人員的東南沿海城市。東莞市流動(dòng)人口的持續(xù)增長(zhǎng)已經(jīng)成為日趨明顯的社會(huì)表象,如何加強(qiáng)對(duì)東莞市流動(dòng)人口的管理和調(diào)控、充分地發(fā)揮東莞市的流動(dòng)人口對(duì)廣東及東莞城市建設(shè)及經(jīng)濟(jì)發(fā)展的作用,是廣東省和東莞市的城市管理者所必須認(rèn)真考慮應(yīng)對(duì)的重要問題。東莞流動(dòng)人口作為國(guó)內(nèi)城市中較為普遍存在的一種客觀存在的社會(huì)表象,對(duì)東莞的經(jīng)濟(jì)發(fā)展同時(shí)存在著積極和消極兩個(gè)方面的影響。東莞市人口的無計(jì)劃性、無規(guī)律性流動(dòng)對(duì)于東莞市的社會(huì)公關(guān)安全和人口管理有著非常大的影響,成為目前為止阻礙東莞市經(jīng)濟(jì)社會(huì)發(fā)展的重要因素之一,如何采取切實(shí)可行的措施和政策來解決這一問題成為東莞市政府需要重點(diǎn)關(guān)注的項(xiàng)目之一。目前全國(guó)各個(gè)城市的流動(dòng)人口管理包括東莞市的流動(dòng)人口管理均存在著一定的問題,我國(guó)對(duì)于流動(dòng)人口管理的法律和法規(guī)以及相關(guān)的規(guī)范尚且不完善,盡管各地的城市相關(guān)部門也根據(jù)本地流動(dòng)人口的實(shí)際情況制定了一些城市和地區(qū)性法規(guī),但是隨著我國(guó)社會(huì)形勢(shì)的不斷變化,原有的和流動(dòng)人口相關(guān)的法規(guī)政策已經(jīng)不能夠適應(yīng)我國(guó)當(dāng)前人口管理的需要,流動(dòng)人口的管理工作需要進(jìn)一步加強(qiáng)完善。同時(shí),由于我國(guó)各個(gè)大中型城市流動(dòng)人口數(shù)量的逐年增加和流動(dòng)人口管理的缺乏完善,給我國(guó)社會(huì)的治安穩(wěn)定帶來了很多不安定的因素,各地因流動(dòng)人口違法犯罪所造成的危害社會(huì)治安事件的發(fā)生率也呈上升的趨勢(shì)。人口流動(dòng)較多的東莞市管理的難度比較大。本論文主要對(duì)東莞市的流動(dòng)人口的管理問題根據(jù)實(shí)際的調(diào)查情況進(jìn)行了初步的研究探討,并且根據(jù)相關(guān)管理規(guī)則和相關(guān)行政法規(guī)對(duì)東莞市的流動(dòng)人口的管理中所遇到的主要問題進(jìn)行了詳細(xì)的分析和探討。主要采用了規(guī)范研究法、實(shí)證研究法、文獻(xiàn)研究法對(duì)東莞市的流動(dòng)人口管理問題以及問題產(chǎn)生的原因進(jìn)行了分析,為進(jìn)一步完善東莞市流動(dòng)人口管理的法律法規(guī)和相關(guān)制度提供了切實(shí)可行依據(jù)。本論文主要從三個(gè)方面對(duì)東莞市的流動(dòng)人口管理問題進(jìn)行了探討分析,第一個(gè)方面是流動(dòng)人口管理相關(guān)概念和東莞市加強(qiáng)流動(dòng)人口管理的必要性。第二個(gè)方面是東莞市流動(dòng)人口管理的現(xiàn)狀分析,主要包括東莞市流動(dòng)人口概況,流動(dòng)人口管理的主要舉措、成效,流動(dòng)人口管理存在的問題,流動(dòng)人口管理存在問題的原因分析。第三個(gè)方面是完善東莞市流動(dòng)人口管理對(duì)策建議,包括加強(qiáng)法制建設(shè),改變思想、樹立新觀,創(chuàng)新東莞市流動(dòng)人口服務(wù)機(jī)制,規(guī)范東莞市出租屋的管理和加大東莞市流動(dòng)人口違法犯罪的防控力度。通過對(duì)東莞市流動(dòng)人口管理前兩個(gè)方面的詳細(xì)分析,最后提出了切實(shí)可行的整改和完善措施,進(jìn)一步提升了東莞市流動(dòng)人口管理體系的規(guī)范化,同時(shí)為東莞市流動(dòng)人口的安全保證提供了更有效的保障體系,對(duì)于將來東莞市經(jīng)濟(jì)的發(fā)展有著重要的作用和意義。
[Abstract]:With the continuous development and improvement of the social and economic level in the eastern and southern coastal cities of China, the increasing number of floating population in Dongguan has become an inevitable trend in recent years. Generally speaking, the floating population in Dongguan does not constitute an intractable problem itself. The root cause of the problem is the management mode of floating population in Dongguan, the way of service provided by Dongguan's urban and regional governments, relevant policies and management methods. To a certain extent, the management of population is an important management link of national social management. It is also a topic that needs attention in the development of modern industrialization and national urban culture. Dongguan is a southeastern coastal city with a large number of migrant workers. The sustained growth of the floating population in Dongguan city has become increasingly obvious social phenomenon, how to strengthen the management and control of the flow of the population of Dongguan City, fully play the role of the flowing population in Dongguan of Guangdong and Dongguan city construction and economic development, which must be carefully considered to deal with important issues in Guangdong province and the city of Dongguan city management who. Floating population in Dongguan, as an objective social phenomenon widely existing in domestic cities, has two positive and negative impacts on Dongguan's economic development. The population of Dongguan city without planning, no regular flow to Dongguan's social public security and population management has a very big impact, now become one of the important factors that hinder the development of economy and society in Dongguan City, how to adopt feasible measures and policies to solve this problem has become one of the key project of Dongguan municipal government concern. At present, the management of floating population management of floating population in each city including Dongguan City, there are some problems in our country for the floating population management laws and regulations and the relevant specification is not perfect, although the relevant departments around the city according to the actual situation of local migrants making some city and regional regulations. But with the changing of our social situation, the floating population and the relevant policies and regulations can not meet the current needs of population management in our country, the floating population management need to further strengthen the perfect. At the same time, because the number of floating population in China's large and medium-sized city all increased year by year and floating population management lack of perfect, bring a lot of uncertain factors to the security and stability of our society, endanger public security around the event caused by floating population crime incidence rate was also an upward trend. The Dongguan city with more population flow is more difficult to manage. This paper focuses on the management of Dongguan City, the floating population according to the survey conducted a preliminary study, and according to the main problems encountered by the relevant management rules and relevant administrative regulations on floating population in Dongguan City, the management is analyzed and discussed in detail. The reason mainly adopts the normative research method and empirical research method, literature method of floating population management problems of the city of Dongguan and the problems are analyzed, in order to further improve the relevant laws and regulations and management system of the floating population in Dongguan city to provide a practical basis for. This paper mainly discusses and analyzes the management of floating population in Dongguan from three aspects. The first aspect is the concept of floating population management and the necessity of Dongguan's strengthening the management of floating population. The second aspect is the analysis of the current situation of floating population management in Dongguan, including the general situation of floating population in Dongguan, the main initiatives and effects of floating population management, the problems in floating population management, and the reasons for the problems in the management of floating population. The third aspect is to improve the management of the floating population in Dongguan City, countermeasures and suggestions, including strengthening the construction of legal system, change the idea, set up the new concept of service innovation mechanism of floating population in Dongguan City, Dongguan city rental housing management standard and the increase of floating population in Dongguan city crime prevention and control efforts. Through the detailed analysis of two of the population in Dongguan city before the flow management, finally puts forward feasible rectification and improvement measures, to further enhance the floating population management system of Dongguan City, standardization, and ensure the safety of the floating population in Dongguan city to provide a more effective security system plays an important role and significance for the future development of the economy in Dongguan city.
