農村基層民主建設條件下基層黨組織執(zhí)政能力建設探究

【摘要】：農村基層民主建設是構建和諧社會和新農村建設的重要內容,政治的民主化對經(jīng)濟和整個社會的發(fā)展都具有重要的促進作用,本文以基層黨組織的執(zhí)政能力建設為研究中心,通過分析基層黨組織與農村基層民主建設的內在關系,探求在農村基層民主建設中基層黨組織執(zhí)政能力存在的不足,分析其提高緩慢的原因,在此基礎上,深入探討提高基層黨組織執(zhí)政能力以推進農村基層民主建設的路徑選擇。實現(xiàn)農村的政治民主化是黨在農村執(zhí)政的一個重要方面,由于處在黨源頭的基層黨組織在執(zhí)政能力方面存在某些不足,在一定程度上影響了農村民主建設的順利開展,尤其是在引導能力、創(chuàng)造能力、規(guī)范能力、整合能力、發(fā)展能力等方面存在的不足,更是對農村的民主建設產(chǎn)生了重大影響,因此,本文的落腳點就是提高基層黨組織的這五種能力來推進農村民主的健康發(fā)展。本文采用理論與實際相結合的方法,來對這一課題做初步的探討。 本文共分三大部分： 第一部分：農村基層民主建設與基層黨組織的理論闡述。主要探討與農村基層民主建設和基層黨組織執(zhí)政能力建設相關的基本問題,以及兩者之間的關系。指出基層黨組織在積極推進農村基層民主建設的過程,應采取的基本步驟和應擔起的責任。 第二部分：農村基層民主建設中黨的執(zhí)政能力存在的不足及其原因分析。該部分從基層黨組織的引導能力、創(chuàng)造能力、規(guī)范能力、整合能力、發(fā)展能力等五個方面著手分析,重點探討了這五種能力相對不足的表現(xiàn)以及對基層民主建設所引起的影響,并且深入分析了引起基層黨組織這五種能力相對不足的原因所在。 第三部分：在農村基層民主建設中提高黨執(zhí)政能力的路徑選擇。這是本文的落腳點,在第二部分深入分析的基礎上,重點討論了如何提高基層黨組織在引導、創(chuàng)造、規(guī)范、整合和發(fā)展等方面的能力,通過這些能力的提高來推進農村基層民主政治的發(fā)展。
[Abstract]:The democratic construction of the rural grass-roots level is an important part of the construction of a harmonious society and the construction of the new countryside. The democratization of politics plays an important role in the development of the economy and the whole society. Through the analysis of the internal relation between the grass-roots party organization and the democratic construction of the rural grass-roots level, the paper probes into the shortage of the ruling ability of the grass-roots party organization in the democratic construction of the rural grass-roots level, and analyzes the reason of the slow development, on this basis, To explore the way to improve the ability of the grass-roots party organization to promote the democratic construction of the rural grass-roots level.
